Job Summary
Overview of our team:
CNS (Communication, Navigation and Surveillance) Solutions develops and maintains the critical communications, navigation, weather, and surveillance systems that underpin the provision of air traffic service (ATS). The CNS Operational Systems Requirements (OSR) team works with diverse systems, vendors, and user groups to align service delivery concepts with clearly defined requirements and thorough testing protocols, supporting the effective integration of these tools to improve the operation. In collaboration with our peers in ATM and Operations, we are focused on improving our ability to represent operational users in the development of technology.
Overview of the role:
We are pursuing a highly motivated Business Analyst with strong problem-solving, writing, and interpersonal skills to help mature OSR documentation and processes to advance NAV CANADA’s fulfillment of its strategic priorities. As a Business Analyst on our team, you are responsible for working with OSR system specialists, engineers, technologists, and the operation to define the requirements and testing protocols required to support system lifecycle and novel projects. You are at ease facilitating teams with disparate expertise and understand the art and science of gathering and documenting requirements. You have a passion for data and analysis and take pride developing effective tools to support business needs. With our team, you will deliver structured quality data for downstream analytics and design, as well as recommend ways to improve data quality and system efficiency. You will play an active role in solution design to support data integration, document governance, and business analytics activities.

Job Description
Key Accountabilities:
- Assists in analyzing, planning, research, development of specifications, definitions, mock ups, presentations, and other activities in support of project and initiatives.
- Participates in assessing the business, technical, and economic viability, as well as the practicality of solutions in meeting client requirements.
- Participates and leads planning activities, providing clear estimations, and timelines for activities and commitments.
- Participates in the development of business process definition, including eliciting current state processes, analysis of the current business environment and facilitating the definition of future state processes and recommendations that are valid, traceable, and justifiable.
- Builds cross-functional relationships to ensure positioned to effectively support the team.
- Participates in the development of detailed requirements (functional and non-functional), functional specifications, and application configurations.
- Undertakes/or liaises with change and project teams engaged in the design/development of application, infrastructure and technology solutions and software installations.
- Participates in system testing, documenting requirements, traceability, configuring, automating, and documenting test cases and scripts to verify desired functionality along with managing the defects.
- Contribute to the conceptual and physical design of the projects and lifecycle products, and support implementation.
- Acts as SharePoint Lead for CNS OSR, maintaining and implementing document management principles to ensure alignment with NAV CANADA guidelines.
- May act as team lead for initiatives in own functional area for moderately complex to complex projects to implement new applications and/or change management projects.
Job Requirements
Education:
- Graduated from a recognized university or college with a degree or certification in a business discipline, computer sciences, or information systems, or an acceptable combination of education, related experience, and training.
Experience:
- Experience as a business analyst or similar role that coordinates and leads activities, managing complex and competing priorities.
- Experience with business process modelling, eliciting requirements, developing and analysing functional and non-functional requirements.
- Experience working with diverse stakeholders on projects or lifecycle maintenance and support activities on one or more products.
- Experience developing and executing test cases and acceptance criteria and performing testing and defect management; including with requirement and test management tools (such as Azure DevOps).
- Experience working directly with internal and external stakeholders communicating issues, priorities and coordinating.
- Participation in the design, integration, and implementation of applications.
- Experience with integrated project team delivery and coordinating deliverables and contributing to strategy and planning with management.
- Experience utilizing Microsoft Office Suite, including Word, Excel, and PowerPoint, preparing documents and complying with style guide.
Knowledge:
- Knowledge of the methodologies used in support of software development.
- Knowledge of business analysis methodologies, practices, tools, and techniques including business process modeling, use case development and requirement elicitation techniques.
- Knowledge of system integration methodologies as they relate to systems with automated and end-user capabilities.
- Knowledge of cybersecurity and privacy considerations in systems.
- Knowledge of project management processes and procedures.
- Knowledge of technical writing, editing, and information development principles.
- Knowledge of PowerBI, Power Automate.
- Knowledge of SharePoint Online and document management principles.
Abilities:
- Excellent requirement gathering and writing, testing, and defect management skills.
- Ensure requirements and testing protocol definition reflect industry leading practices while adhering to corporate regulatory standards and all legal accountabilities.
- Analyze process, documents, systems to identify and correct data deficiencies and recommending new actions/process improvements.
- Communicate clearly in speech and written form to both technical and non-technical audiences.
- Presenting ideas, constructs, and desired outcomes to a small to medium sized audience in person or through an online collaboration platform (such as Teams).
- Co-ordination and problem resolution between various stakeholders.
- Technical skills and expertise in own functional area.
- Coach others in field of expertise, problem solving, teamwork and innovation, relationship management issues; involve others in problem solving, decision-making and creative thinking
- May lead moderately complex to complex projects as required.
- Develop and execute documentation strategy in line with corporate content management and document governance guidelines.

Working conditions:
Hybrid: This position is based at the Ottawa Technical Service Center and may be eligible for a flexible work arrangement.
Travel may be required on occasion.
