REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, or related field.
  • 5–8+ years’ experience as a Business Analyst or hybrid BA/PM, preferably in financial systems or the education sector.
  • Strong understanding of financial data, accounting principles, budgets, and grants.
  • Proficiency in SQL, Excel, and financial data analysis tools.
  • Experience with ERP, data warehouses, or financial management systems.
  • Exceptional documentation skills (requirements, test cases, process mapping).
  • Excellent facilitation, communication, and stakeholder management skills.
  • Familiarity with state or federal financial reporting requirements (education/K–12 preferred).
  • Preferred certifications: PMI-PBA, PMP, AgileBA, or equivalent.

PREFERRED SKILLS:

  • Experience with K–12 education finance (allotments, payroll, grants).
  • Knowledge of NC DPI financial systems and reporting processes.
  • Exposure to Snowflake, Oracle, or cloud-based data systems.
  • Familiarity with Agile and SDLC methodologies.

Responsibilities

ABOUT THE ROLE:

The North Carolina Department of Public Instruction (NCDPI) is seeking two experienced Business Analyst / Project Managers (BA/PM) with expertise in requirements elicitation, financial systems, and business process documentation. This hybrid role combines business analysis and project management to support the design, implementation, and enhancement of financial systems and reporting tools.
This position is onsite in Raleigh, NC and offers a maximum rate of $56/hour.

KEY RESPONSIBILITIES:

  • Lead and facilitate requirements-gathering sessions with finance, program, and IT stakeholders.
  • Analyze K–12 financial data, including budgets, allotments, expenditures, revenues, payroll, and grants.
  • Document functional requirements, user stories, system specifications, and business processes.
  • Coordinate system design, testing, and implementation of financial dashboards and reporting tools.
  • Develop and maintain business process flows, data dictionaries, and user documentation.
  • Ensure accuracy and compliance for state and federal financial reporting.
  • Partner with developers and data engineers to validate business rules and calculations.
  • Recommend process improvements to enhance efficiency and data quality.
  • Provide training, knowledge transfer, and support for financial staff and end users.
  • Apply project management discipline to track deliverables, manage risks, and maintain alignment across teams.
