Description

We are seeking a skilled and detail-oriented Business Analyst to join our team supporting a project with the Department of Health and Human Services (HHS). In this role, you will be the key link between business needs and technical solutions, ensuring that project requirements are accurately captured, documented, and delivered.
Must be able to commute into the office located in Rockville, MD 5 days a week.
Ability to obtain a Public Trust Clearance
You will work closely with a multi-disciplinary team, including the Program Manager, AI/ML Specialists, Cybersecurity Specialists, Software/Data Engineers, Technical Writer/Trainer, QA/Test Engineers, and the Change Management Lead. The ideal candidate has a strong background in business analysis within a technical environment and a thorough understanding of healthcare regulations, including HIPAA.

QUALIFICATIONS

  • Experience: Proven experience as a Business Analyst, preferably working on federal government or healthcare-related IT projects.
  • Analytical Skills: Strong analytical, problem-solving, and critical thinking skills.
  • Technical Acumen: Ability to understand technical concepts and communicate them effectively. Experience working with data-driven or AI/ML-focused projects is a significant plus.
  • HIPAA Expertise: A comprehensive understanding of the Health Insurance Portability and Accountability Act (HIPAA) and its application to IT systems and data management.
  • Communication: Exceptional written and verbal communication skills, with the ability to lead meetings and facilitate discussions.
  • Education: Bachelor’s degree in a relevant field (e.g., Business Administration, Information Technology, Computer Science) or equivalent experience.
  • Certification (a plus): Relevant certifications such as Certified Business Analysis Professional (CBAP) or similar.

Responsibilities
  • Requirements Gathering: Conduct in-depth stakeholder interviews, workshops, and surveys to elicit, document, and manage business and functional requirements.
  • Documentation: Translate business needs into clear and concise technical documentation, including user stories, functional specifications, process flows, and requirements traceability matrices.
  • Reporting & Analysis: Perform reporting assessments and data analysis to identify process gaps and areas for improvement. Develop and present findings and recommendations to project leadership and stakeholders.
  • Cross-Functional Collaboration: Serve as a liaison between business stakeholders and the technical team to ensure a shared understanding of project scope, requirements, and deliverables.
  • HIPAA Compliance: Ensure all project requirements, workflows, and data handling processes are meticulously documented and fully compliant with HIPAA Privacy and Security Rules.
  • Quality Assurance Support: Collaborate with the QA/Test Engineer to develop test cases and validate that the final product meets all specified requirements.
  • Communication: Present and articulate complex information and findings to both technical and non-technical audiences, including executive-level briefings.
