JOB DESCRIPTION

We are seeking a detail-oriented and communicative Business Analyst / Test Manager to support the successful delivery of a Microsoft Fabric-based data lakehouse for a leading Philippine water utility organization. This role is responsible for gathering, analyzing, and translating business and regulatory requirements into clear technical specifications that guide the design and development of data pipelines, reporting layers, and governance structures.
You will work across departments — including engineering, operations, finance, customer service, and regulatory compliance — to ensure that the lakehouse platform serves as a reliable foundation for decision-making, service optimization, and regulatory reporting.

REQUIRED QUALIFICATIONS

• Bachelor’s degree in Information Systems, Business Administration, Engineering, or a related field.
• At least 7 years of experience as a Business Analyst, preferably in data, IT, or digital transformation projects.
• Familiarity with data platforms, BI tools (especially Power BI), and ETL/ELT processes.
• Strong experience writing business requirements documents (BRDs), user stories, and process maps.
• Knowledge of Microsoft Fabric, Azure Synapse, or similar data platforms is a strong advantage.
• Understanding of the Philippine Data Privacy Act and utilities-sector reporting or compliance needs.

PREFERRED QUALIFICATIONS

• Experience working in the utilities sector (water, energy, telecom) or in government-regulated environments.
• Familiarity with SCADA, GIS, or other operational systems common in water utilities.
• Proficiency in tools like Azure DevOps, Jira, Visio, or Lucidchart for tracking and documenting requirements.
• Exposure to data governance, data quality initiatives, or data cataloging tools like Microsoft Purview.

• Engage with business units to gather and document data requirements for billing, metering, SCADA, customer service, financial reporting, and regulatory compliance.
• Translate stakeholder needs into detailed functional and non-functional requirements for data pipelines, Power BI dashboards, data models, and data quality rules.
• Collaborate with data engineers, architects, and project managers to ensure requirements are implemented accurately within the Microsoft Fabric platform.
• Assist in defining metadata standards, data quality KPIs, and data governance policies in coordination with data governance leads.
• Develop and maintain process flows, use cases, data dictionaries, and user stories.
• Support UAT (User Acceptance Testing) by creating test cases, coordinating with users, and validating outputs.
• Work with compliance teams to ensure alignment with Philippine regulatory requirements (e.g., NPC, Data Privacy Act, MWSS/LWUA reporting).
• Identify areas where data availability and quality can improve decision-making or streamline utility operations.
• Act as a liaison between technical teams and non-technical stakeholders, ensuring transparency and shared understanding throughout the project lifecycle.
