HOLD A THIRD LEVEL QUALIFICATION IN A RELEVANT FINANCIAL-RELATED DISCIPLINE (E.G., FINANCE, BUSINESS STUDIES) AND HAVE AT LEAST 1 YEAR’S RELEVANT EXPERIENCE IN:

  • Preparing estimates and monitoring substantial budgets.
  • Managing business systems and financial performance data.
  • Supervising staff including prioritising workloads.

OR

  • Have 2 years’ relevant experience in all three of the above areas.
Responsibilities
  • Support the preparation and monitoring of revenue and capital estimates, and ensure timely variance analysis and corrective actions.
  • Oversee the financial control of external funding, including financial agreements and service level documentation.
  • Develop and maintain robust financial and budgetary control systems, in line with council policies and procedures.
  • Contribute to the maintenance and review of departmental risk registers and action plans.
  • Liaise with internal and external auditors during audits.
  • Provide advice and guidance on procurement processes and ensure proper purchasing, payment procedures, and tender management.
  • Ensure compliance with procurement legislation and maintain accurate inventories of property and equipment.
  • Assist in managing and enhancing business practices and systems to meet departmental needs and align with council strategies.
  • Support the department’s compliance with data protection, GDPR, and FOI policies.
  • Assist in maintaining and developing departmental information systems, ensuring data accuracy and reporting integrity.
  • Collate and prepare performance and compliance information for reports and committees.
  • Conduct internal audits and recommend quality improvements.
  • Supervise and support assigned staff, identifying development needs and coordinating workloads.
  • Assist in planning business objectives, performance indicators, and work programmes.
  • Represent the Finance, Procurement and Information Manager when required.
  • Ensure all duties are performed in accordance with the council’s policies including customer care, equal opportunities, and health and safety.
