A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life.
The Ministry also liaises with the Office of the Alberta Health Advocates and Recovery Alberta.

QUALIFICATIONS

University graduation in a related field (Business, Computer Science, IT, Social Sciences, Health), and a minimum of two (2) years of progressively responsible experience in a related field; or equivalent as described below.

REQUIRED EXPERIENCE:

  • In fast-paced and collaborative work environments.
  • Related to quantitative and qualitative data analysis, data integrity and business processes with operational support of a business area.
  • Strategic planning, policy development and legislative process.
  • IT systems and tools (e.g., MHARS, DIMG and related systems).
  • SharePoint management and design.
  • Excellent English verbal and writing skills.
  • Creating documents, including user guides, reports, and forms using Microsoft applications (Word, Excel, Power Point, Google Forms, etc.) and Adobe Pro.

THE FOLLOWING EXPERIENCE WILL BE CONSIDERED ASSETS:

  • Supporting business units transition into automated process and Artificial Intelligence (AI) to support business efficiency.
  • Stakeholder engagement and end-user training.

Responsibilities

We’re looking for a strategic and detail-oriented Business, Data & Quality Assurance Analyst to provide business and data analysis, quality assurance oversight, and support to the development and implementation of the ministry’s licensing and compliance systems. As part of a small but high-impact regulatory unit, you will help shape the future of oversight and licensing within the Compliance and Monitoring Unit.
Reporting to the Manger, Program Development and Delivery, this position provides business and data analysis along with knowledge management and project leadership across the business and technical solutions used by the Compliance and Monitoring (CAM) unit to deliver expected outcomes effectively and efficiently. The Business, Data & Quality Assurance Analyst ensures project alignment with unit priorities and needs in support of quality and continuous improvement, consistent with legislation, operational policies and procedures, best practices, as well as Government of Alberta values and Code of Conduct.

What You’ll Do:

  • Lead business analysis activities to improve regulatory operations and drive continuous quality improvement.
  • Support the design and implementation of integrated business processes, policies, and tools aligned with legislative mandates.
  • Lead business case development, risk assessments, and end-user training to ensure effective rollout of regulatory processes.
  • Develop, update and maintain clear, user-friendly documents such as user guides, forms, and reports using Microsoft Word, Excel, PowerPoint, Google Forms, and Adobe Pro.
  • Support the design and administration of SharePoint environments for collaboration and information sharing.
  • Participate or lead planning and reporting activities to support unit outcomes.
  • Participation in quality assurance activities for projects to ensure delivery of high-quality business system solutions and continuous improvement in CAM.
  • Keep the unit’s data managed as per Privacy Impact Assessments, relevant legislation and accessibility needs of staff.
  • Coordinate work with the Ministry’s Digital Operations and Modernization teams and Project Management Office as appropriate.

What We’re Looking For:

  • Demonstrated experience in business process improvement, quality assurance, and data analysis.
  • Excellent ability to create clear and effective documents.
  • Strong understanding of the Government of Alberta’s structure, policies, procedures, and strategic direction.
  • Knowledge of provincial legislation, regulations, and policy frameworks governing health, addiction, and mental health programs.
  • Applied knowledge of strategic planning, policy development, and legislative processes.
  • Experience working with and understanding IT systems and tools, such as the Mental Health and Addictions Registry System (MHARS), Digital Imaging ( DIMG), and other related databases.
  • Comprehensive knowledge of SharePoint management and design.
  • Exceptional communication, analytical, and problem-solving skills.
  • Experience with stakeholder engagement and end-user training is an asset.
