WHAT WE’RE LOOKING FOR

We are looking for a dynamic, motivated, and relationship-driven professional who can take ownership of the State and Local business pipeline while also being eager to grow into larger roles.

  • Experience → 5+ years in business development within the Public Sector (State, Local, or Federal).
  • Procurement Knowledge → Familiarity with State and local procurement processes, including but not limited to IDIQ, ITSAC, IT Project based contract vehicles.
  • Proven Growth Ability → Demonstrated success in developing business either directly with agencies or through partnerships with prime contractors.
  • Capture Management Exposure → Understanding or hands-on experience in capture management, including opportunity qualification, pipeline development, and positioning to win.
  • Strong Communication → Ability to engage with and present capabilities confidently to procurement officials, contracting officers, and agency leaders.
  • Skills → Excellent written and verbal communication, organizational, and time management skills. Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • (Federal contracting experience is a plus but not required: this role offers room to grow into federal and larger capture opportunities over time.)
Responsibilities

YOUR ROLE (RESPONSIBILITIES)

As a Business Development Manager, you will play a key role in expanding V Group’s business in various State and Local agencies. This role is not just about responding to opportunities but also about building visibility, credibility, and long-term relationships.

  • Drive Growth → Actively pursue new opportunities under existing state contract vehicles and monitor upcoming bids, and position V Group to win.
  • Engage with Agencies → Build strong relationships with state and city agency stakeholders, including program managers, procurement officials, and contracting officers, to better understand their needs and match them with V Group’s capabilities.
  • Develop Strategic Partnerships → Strengthen connections with larger prime contractors to explore subcontracting, teaming, and joint venture opportunities, creating more channels for business growth.
  • Supplier Program - Identify and manage suppliers/ subcontractors to help V Group on Prime Contracts for projects and staffing.
  • Capture Management → Support capture activities by identifying opportunities early, qualifying them, and building a structured pipeline. Ensure V Group is well-positioned before RFPs are released.
  • Support Proposal Development → Collaborate with internal teams, SMEs, and technical staff to prepare professional, compliant, and competitive proposals.
  • Market Representation → Represent V Group at industry events, government meet-ups, and agency meetings in various locations starting from NY, NJ and neighboring states. For this activity, you will get assistance from technical SMEs, Proposal Team, Pre-sales Team and Offshore BD/ Capture teams. Periodic/ frequent travel to other U.S. locations will be required.
  • Promote Our Brand → Contribute to marketing activities, including capability statements, registrations, and targeted outreach campaigns to agencies and partners.
