SAVE THE CHILDREN INTERNATIONAL VACANCY ANNOUNCEMENT (FOR MYANMAR NATIONAL ONLY) ROLE PROFILE TITLE: New Business Development (NBD) Officer TEAM/PROGRAMME: Strategy, Programme Quality and Influence (SPQI) LOCATION: Yangon, Head Office GRADE: NAT-4 CONTRACT LENGTH: Fixed Term CHILD SAFEGUARDING: Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff. ROLE PURPOSE: The New Business Development (NBD) Officer supports Save the Children Myanmar’s resource mobilization/NBD) efforts by coordinating funding opportunities, facilitating Go/No-Go (GNG) processes, and supporting the development and submission of quality concept notes and proposals. Under the guidance of the Head of Business Development, the role combines coordination, proposal writing, documentation, compliance, analysis, and learning, including leading or coordinating small to medium-sized proposals. In addition to playing the key coordinating role for bringing together proposals, the position requires innovative thinking and creativity to package and reframe SC’s programme strategies in ways that attract the right donor support and grow the Myanmar portfolio effectively. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: Head of Business Development Role Dimensions: SPQI Director and NBD Intern. Engagements with colleagues across all departments, may involve negotiation and coordination at different levels KEY AREAS OF ACCOUNTABILITY: 1. Go / No-Go (GNG) Process Coordination: • Coordinate the GNG process (setting up calls with SMT or through emails) for assigned funding opportunities • Prepare GNG documentation, including opportunity summaries, risks, and strategic alignment notes • Facilitate internal consultations (e.g., Pre-GNG) and document GNG decisions and follow-up actions 2. Proposal & Concept Note Development: • Lead or coordinate the development of small to medium-sized concept notes and proposals under HoBD guidance • Develop Proposal Development Plans (PDPs) and coordinate proposal design meetings • Coordinate with PDQ, Programme Implementation (PI), Program Information Unit (PIU), MEAL, Finance, and Awards on technical inputs and budgets • Monitor proposal development progress and proactively flag risks or delays • Draft and/or consolidate general and non-technical sections of concept notes and proposals • Support editing and harmonization of technical narrative inputs to ensure clarity, coherence, and consistency • Ensure proposal language aligns with donor guidance, word limits, and Save the Children standards • Support adaptation of standard organizational text (from the Proposal Library) to specific donor requirement • Coordinate with technical and operational teams (finance, awards, HR, logistics, field teams) to gather required inputs for proposal development • Ensure effective coordination between departments, Save the Children Members, partners, and (where appropriate) donors during proposal development 3. Quality Assurance, Compliance & Proposal Finalization • Ensure that gender equality markers, child safeguarding, ESST, and other cross-cutting requirements are completed during proposal development • Ensure Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks and accountability mechanisms are adequately integrated • Coordinate the use of SCI quality assurance and NBD tools, including GNG Scorecard, AMET, PART, Gender Marker, ESST, and Common Approaches, as relevant • Finalize and package proposals in line with donor specifications and donor/member deadlines 4. Proposal Review, Submission & Compliance: • Coordinate internal proposal review processes and consolidation of feedback • Coordinate timely submission of proposals to Save the Children Members • Ensure proposal documentation, approvals, and final versions are properly completed and archived 5. Learning, Analysis & After-Action Review: • Conduct After-Action Reviews (AAR) following proposal submissions • Analyze feedback from proposal teams and donors (where available) • Prepare short learning notes highlighting strengths, gaps, and recommendations for future proposals 6. NBD Performance Tracking: • Analyze AMS reporting data related to proposal submissions and fundraising performance • Regularly update and track targets versus secured funding amounts • Support reporting to HoBD and SMT on progress against annual funding targets (as per CSP) 7. Programme Exposure & Networking • Support preparation of donor briefs, capacity statements, and background materials • Support engagement with Save the Children Members, including participation in member calls and follow-up actions • Support identification of innovative funding ideas in collaboration with sector teams 8. Integrity: • honest, encourages openness and transparency; demonstrates highest levels of integrity QUALIFICATIONS Desirable: Bachelor’s degree on relevant subject or equivalent field experience EXPERIENCE AND SKILLS • At least 2-3 years’ substantial experience working with a humanitarian/ development organisation • Experience in leading development of large-scale or strategic proposals • Previous experience of project management and project cycle management, including project design, implementation and evaluation • Coordination skills, including experience of coordinating a team of people to deliver results within a restricted timeframe • Excellent English language skills and ability to communicate effectively using donor language and technical development language, as well as fluency in Myanmar (Burmese) • Strong representational skills • Ability to work calmly under pressure in a rapidly changing context • Ability and willingness to travel regularly into the field • Ability to analyse information, evaluate options and to think and plan strategically • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. • Commitment to Save the Children International values Desirable: • Good working knowledge of Microsoft Office and MS Teams, including document version control and shared workspaces • Good understanding of donor compliance and reporting mechanisms and requirements • Confidence facilitating meetings, design workshops or internal coordination discussions Additional job responsibilities The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
