The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
The Philadelphia Water Department’s mission is to provide the greater Philadelphia region with integrated drinking water, wastewater stormwater services to protect public health; protect our environment; support sustainable growth of the City and to continue to be America’s most innovative utility.
The Water Agency Section of OIT provides IT services to the Philadelphia Water Department (PWD) and is led by the Water IT Director. There are four divisions within OIT-Water: Business Engagement, Infrastructure Support, Application Development, and Cyber Security services.
The Business Engagement team is responsible for supporting PWD’s mission by assisting business units with prioritizing\managing IT projects, preparation of project charters, business use cases, and helping PWD units identify objectives, processes, and workflows to be updated during projects and ensure the delivery of end-to-end solutions. The team works closely with vendors, PWD business units, and staff in the Office of Innovation and Technology, so maintaining relationships with these groups is essential.
The Business Engagement Team Manager will oversee the day-to-day operation of the group. Task delegation, ensuring team members receive proper training, hiring and onboarding new staff, and performance management are also responsibilities for this position.

QUALIFICATIONS

  • At least 5 years experience as a lead Project Manager (or equivalent role) in an IT environment.
  • Completion of a Bachelor’s Degree program at an accredited college or university, which has included major course work in computer science, Business Administration or a closely related field. Master’s Degree preferred.
  • CAPM, PMP, PgMP Certifications a plus.
  • Any equivalent combination of education and experience determined to be acceptable by the Office of Innovation & Technology and Human Resources
    Additional Information
    Salary Range: $110,000 - $130,000
    Starting salary to be determined based on experience and qualifications.

Responsibilities

The Business Engagement Team Manager has typical management responsibilities, such as supervision, budgeting, planning, organizational development, performance management, etc. This position will provide leadership in project management and business process analysis. Some of the responsibilities include:

  • Writing RFPs, evaluating responses, and defining contract requirements.
  • Develop programs as needed to drive business improvement efforts.
  • Manage budgets for projects and team needs.
  • Provide professional development support project managers and business analysts.
  • Report status updates to senior management.
  • Resolve problems between project stakeholders, subject matter experts, and vendors.
  • Review projects and other activities with respect to project approach, meeting business needs, schedule, cost, documentation, other quality and performance factors, etc.
  • Ensure project milestones are achieved in a timely fashion and meet quality expectations.
  • Other related duties as assigned.
