This is a full-time, 12-month, non-represented position. The salary grade is 4026, starting at $80,695.00, commensurate with experience and aligned to ensure internal equity with similarly situated roles.

JOB SUMMARY

Provides advanced business process information analysis and reporting. Serves as the functional lead for Talent and ensures the quality development of information analyses. Responsible for assessing the data and information needs of the Office of Talent. Creates complex analyses and reports as requested by Senior Management and ensures the accuracy of information provided to both internal and external customers. Develops and tracks Talent statistics and performance metrics used in the continuous evaluation of processes and systems. Work involves overseeing the day-to-day management of key Talent data initiatives as well as serving as the Data Steward for Talent.

MINIMUM REQUIREMENTS

  • Bachelor’s degree from an accredited college or university in information science, business management or related field.
  • Five years of full-time, paid experience in data gathering, analysis and reporting, at least two of which have involved defining complex operational data and business processes and the creation of information management reports and systems.

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated knowledge of:
    o principles, practices and procedures utilized in data gathering and analysis.
    o standards, principles, practices, methods and techniques of data processing systems and design.
    o the use of applications that are used to create and/or maintain information, design spreadsheets and create reports and documents.
    o information systems and applications for collection and reporting of data.
Responsibilities
  • Develops complex analyses and reports as requested by Senior Management.
  • Identifies data and information requirements; determines analytical and evaluative criteria to be utilized, including which measurement instruments are most appropriate.
  • Develops and maintains key HR statistics, metrics, and methods to measure Talent performance.
  • Creates reports and informational analyses to support decision-making, strategic initiatives and other special projects.
  • Participates on the Data Ownership Subcommittee and supports the Data Steering Committee as needed.
  • Works with Talent business process owners in resolving data collection, loading, quality and reporting matters.
  • Manages data integrity by serving as a liaison to other District offices in the preparation of multi-faceted analytical and evaluative studies which contain data pertaining to Human Resources.
  • Recommends business process and system improvements to assist in the creation and analysis of information needed to comply with all applicable local, federal and state government regulations.
  • Identifies work process issues, assesses clients’ needs and requests and determines appropriate data compilation and reporting.
  • Interprets findings through written reports and oral presentations; explains outcomes and implications.
  • Defines an information management process and system to ensure timely and appropriate response to customer’s request.
  • Designs, develops and implements reports as needed.
  • Works with Information Technology group in defining business requirements and supporting the development and implementation of applications and/or systems to support Talent.
