The Water Services Department (WSD) is seeking a Business Operations Specialist (BOS) to support its Technology Services Division (TSD). This internal customer-facing role is key to how technology supports and enables WSD’s mission. Working closely with department leadership and the Assistant Chief Information Officer (ACIO), the BOS functions as a strategic partner - blending business insight with operational awareness to help shape data-informed, outcome-driven technology solutions.
Though not a technical position, the BOS acts much like a Business Relationship Manager (BRM) or Customer Relationship Manager (CRM), building strong partnerships, uncovering business needs, and ensuring technology investments align with strategic goals. This role balances collaboration, business analysis, and performance storytelling to drive service excellence and innovation.

Core responsibilities include:

  • Partnering with internal customers to understand daily operations, challenges, and future goals;
  • Leading discovery efforts to surface business needs and improvement opportunities;
  • Translating input into clear, actionable insights for IT planning and prioritization;
  • Developing key performance indicators and using data to guide decision-making;
  • Supporting long-term strategic planning and customer feedback cycles;
  • Assisting in the development of business cases for technology solutions.

The ideal candidate brings a consultative mindset, a passion for continuous improvement, and strong communication skills. They are comfortable navigating both the strategic and operational levels of a large organization and can synthesize input into clear, high-impact recommendations. Prior experience in business analysis, stakeholder engagement, or operational strategy especially in utilities, municipalities, or enterprise environment is preferred. Familiarity with tools like Power BI or other data visualization platforms is highly desirable.

PAY RANGE EXPLANATION:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 063. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Three years of responsible experience in technical systems software (i.e., database management, telecommunications, operating systems, or other business systems used to track, report, and analyze data).
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Bachelor’s degree in Business Administration, Communications, Public Administration, Computer Science, Public Relations, Journalism, Information Systems, or a closely related field.
  • Experience in/with the following:
  • Business operations, strategic planning, performance analytics, or process improvement within a large or complex organization.
  • Creating business requirements documentation and executive-level summaries.
  • Gathering business requirements and developing operational roadmaps.
  • Writing executive-level summaries and reports.
  • Engaging and supporting business leaders.
  • Telecommunications.
