BUSINESS SERVICES CONSULTANT II (Spanish)

Definition
Under the direction of the Workforce Service Director or a Unit Manager, performs a variety of mid-level professional and technical assignments required of a specific division or unit of the Workforce Development Board (WDB) of Solano County, Incorporated. Business Services Representative supports the WDB in its strategic role to bring business, Chamber of Commerce, economic development, education, and other key partners to ensure that business needs and demands for a highly skilled workforce are meet through the public workforce system. Examples of duties include but are not limited to; Discover and coordinate with business to provide an array of support services in which can contribute to their health/growth, and maximize local employment opportunities; Incumbent worker/On-the-Job Training/Wage Reimbursement Agreement negotiations and contract development, Conduct outreach and engagement with businesses that are experiencing layoffs and downsizing by utilizing Rapid Response and Layoff Aversion activities; completion and transmission of necessary paperwork and regular updates within a database system; lead networking sessions as scheduled; may assist with special grant activities as needed, seek out job leads and/or employer recruitments. Driving on behalf of the agency is a requirement for this position. This is a non-exempt position. This position is represented by Service Employee International Union (SEIU) Local 1021.
Supervision Exercised
There will be no supervision exercised in the performance of this position within this classification; however, may mentor newly hired employees.
Essential Functions of the Position
In addition to the essential functions described in the A/PS II classification description, other important responsibilities and duties may include, but are not limited to, the following:
- Responsible for Employer Services throughout Solano County and surrounding areas when appropriate;
- Build and develop relationships by consulting businesses to address talent needs with employment strategies that use WDB services and other resources when needed;
- Enhance partnerships with business, Chambers of Commerce, Economic development and community partners to promote workforce services in Solano County and other outside areas when appropriate;
- Identify On-the-Job (OJT) training, Incumbent WorkerTraining, Wage Reimbursement Agreements, or other Business contracts; collaborate with employers and unit staff to find a candidate match, develop agreement/ contract and process all invoices plus other paperwork associated with the agreement/ contract;
- Attend various community and business networking events, such as Chamber Mixers and other employment related community functions.
- Identify and educate businesses on an array of support services that can contribute to their health/growth, and maximize local employment opportunities; such as basic human resource consulting, posting job opportunities, assistance with staff hiring, job description analysis, training/upskilling, layoff activities and providing referral references for employment, entrepreneurship, business planning, financing, tax assistance, etc.;
- Conduct outreach and engagement with businesses that are experiencing layoffs and downsizing by utilizing Rapid Response and Layoff Aversion activities;
- Track all business and partner engagement through the WDB database; analyze and navigate other required database systems as appropriate to track wage/employment activities;
- Meet Workforce Innovation Opportunity Act (WIOA) and WDB Business Services performance goals;
- Facilitate group coaching/seminars for job seekers, businesses and key partners within the American Job Center of California (AJCC) and other locations as needed;
- Recruitment of all employers attending WDB-sponsored Career Fairs and business-related events, including building business sponsorships and awareness;
- Works in a team environment and in connection with staff from other units/agencies;
- May help with special projects associated with the Business Services Unit and/or employer focused assignments;
- Performs other job-related duties as assigned; and
- The ideal candidate will be fully bilingual in English and Spanish.
Knowledge Of(In addition to the qualifications in the A/PS II Job description)
- Local demand industries and occupations in Solano County and the surrounding areas;
- Economic, wage trends and labor market conditions impacting Solano County industries;
- Basic human resources, hiring procedures, developing job descriptions, training/upskilling opportunities, and references for entrepreneurship, business planning, financing, tax assistance, etc.
- Business consulting, as well as how to provide excellent customer service;
- Effective sales techniques to develop leads and secure new business partnerships; and
- Development of business services collateral material.
Skills/Abilities (In addition to the qualifications in the A/PS II Job description)
- Proficient in operating Microsoft Office suite (Microsoft Word, Excel, Power Point, Outlook, etc.);
- Operate office equipment, including a personal computer, copy, fax machines and printers, etc.;
- Develop and enhance partnerships with business, partners and education programs within targeted industry clusters;
- Access local industry clusters and employers to match placement needs of Workforce Innovation and Opportunity Act (WIOA) participants and refer qualified candidates to employers;
- Maintain regular contact and work in close connection with Employability Specialists, Placement Coaches, and employers to continue the needs for talent throughout Solano County;
- Engage with businesses to develop employment and training opportunities by maintaining the knowledge of workforce trends.
- Assist with the implementation and oversight of special employer focused projects;
- Be articulate in front of a group of clients, business and/or partner staff, as well as WDB Board Members, Committee Members and co-workers; and
- Ability to become Small Business Development certified as a Business Advisor.
_ Additional Requirements of the Position_
- Regular attendance and punctuality are part of all employees’ job responsibilities. It is the employer’s expectation that all employees are present and on time every day.
- Possession of a valid Class C California Driver’s License (or the ability to obtain one by the start date) may be required for this position, however alternate forms of transportation will be considered on a case by case basis. The employee will be responsible for providing their own transportation for routine travel related to agency business.
- If the employee is driving their own personal vehicle, the employee must maintain a valid Class C California Driver’s License, current automobile insurance, and a driving record that complies with the standards set by the Employer’s Insurance Carrier. This requirement is mandatory and cannot be waived; and
- Ability to attend after-hours events.
Job Type: Full-time
Pay: $30.45 - $38.02 per hour
