POSITION SUMMARY:

The Business Services Lead is a strategic, performance-focused team member who supports the Deputy Director in driving employer engagement, business development, and regional economic growth. This role plays a critical part in aligning workforce services with business needs by facilitating employer outreach, jobseeker connections, and effective delivery of Texas Workforce Commission (TWC) resources, including grant programs such as the Skills Development Fund and Self-Sufficiency Fund.
Working in close collaboration with the Deputy Director, the Business Services Lead helps execute key strategies to meet and exceed TWC and Board performance goals. This includes planning and supporting job fairs, hiring events, and recruitment campaigns; coordinating validated job placements; and expanding employer partnerships that generate meaningful employment outcomes and long-term workforce retention.
The ideal candidate will have a strong understanding of labor market dynamics, a proven track record in job development, and a passion for connecting businesses with talent. This position is accountable for maintaining performance metrics, supporting system-wide collaboration, and promoting a demand-driven approach to workforce development.

QUALIFICATIONS:

  • 3–5 years of progressively responsible experience in workforce development, employer engagement, recruitment or job development.
  • 2 years of prior supervisory experience or experience providing oversight of team performance and daily operations.
  • Demonstrated coaching and team support experience, including mentoring peers or newer staff.
  • Strong knowledge of TWC systems, grants, and placement validation requirements.
  • Excellent verbal and written communication skills with the ability to build and maintain strategic partnerships.
  • Experience planning or supporting hiring events, job fairs, and employer roundtables.
  • Ability to manage priorities, work independently, and collaborate effectively with diverse teams.
  • Familiarity with labor market data, industry intelligence, and high-demand occupations.
  • Proficiency with WorkInTexas , Salesforce, or other workforce/case management systems.

PREFERRED QUALIFICATIONS:

  • Experience in public workforce programs such as WIOA, TANF, NCP, SNAP E&T, or RESEA.
  • Existing employer relationships in key regional industries.
  • Knowledge of regional economic development and sector-based strategies.

Responsibilities
  • Support the Deputy Director in executing the vision, strategy, and goals of the Business Services Team.
  • Coordinate and participate in employer outreach and engagement efforts to ensure a pipeline of job opportunities aligned with jobseeker needs.
  • Develop and maintain a Quarterly Business Development Plan in collaboration with the Deputy Director, focused on TWC and Board-aligned performance outcomes.
  • Plan and support job fairs, hiring events, and specialized recruitment efforts to create strong employer-jobseeker connections.
  • Explore new strategies to improve employer engagement, expand industry partnerships, and enhance placement and retention outcomes.
  • Oversee the Job Orders and Referral Process, ensuring accurate and timely data entry into WorkInTexas (WIT).
  • Validate job placements through employer and/or jobseeker contact, in accordance with TWC requirements.
  • Monitor performance outcomes and support the preparation of weekly, monthly, and quarterly reports on team KPIs and performance targets.
  • Assist businesses in accessing TWC resources, including training and upskilling grants, to support talent development.
  • Collaborate with Career Services teams to ensure job development efforts are client-centered and responsive to labor market demand.
  • Provide peer coaching and performance support to Business Services team members as directed by the Deputy Director.
  • Contribute to a system-wide professional development plan that promotes labor market awareness and industry-specific hiring trends.
  • Represent the organization at employer meetings, community forums, and economic development events as needed.
