1. Assists with defining Department vision and strategies for successfully linking information technology to County-wide objectives.
2. Prepares and manages the technology budget and spending, including Countywide technology projects, annual technology capital spending and Department operations budget and provides overall direction and day-to-day management of the procurement process. Coordinate with Procurement department and lead the RFP process from IT perspective.
3. Actively contributes to discussions shaping policies, programs and procedures for the IT department, ensuring alignment with organizational goals and industry best practices.
4. Manages the County’s major technology projects, ensuring that s trategic technology project goals and objectives are accomplished.
5. Oversees the service relationships with the County’s primary technology vendors to ensure that service objectives are developed and contract expectations are managed. Manages vendor relationships and technology procurement.
6. Build relationships and collaborate with County Departments and IT Managers to identify effective technology solutions that address the unique departmental-specific needs. Help departments with the budgeting process.
7. Provides overall direction and day-to-day management of the Project Management Office.
8. Plans, organizes and directs the work of assigned staff.
9. Participates in employee selection, orientation, training, performance management, and disciplinary actions.
10. Identifies appropriate Project Management competencies and develops the professional skills of staff.
11. Represents the County on various State and county-level project management associations, leading discussions on technology project management technologies and best practices.
12. Consults with department management and provides innovative solution ideas in the area of technology utilization, introducing appropriate technology-based solutions.
13. Attends work in a regular and timely manner.
14. Performs other duties as assigned or apparent.
