ORGANIZATIONAL CONTEXT: Syria continues to experience one of the world’s most complex and protracted humanitarian crises. Fourteen years of conflict, economic deterioration, and climate-induced shocks, including severe droughts, wildfires, and earthquakes, have eroded livelihoods and deepened vulnerabilities across all segments of society. More than 14 million people remain in need of humanitarian assistance, with food insecurity, poverty, and displacement persisting at alarming levels. Against this backdrop, the World Food Programme (WFP) continues to serve as a vital lifeline, providing food, nutrition, and livelihood assistance to millions of people across all governorates. As the operating environment evolves, marked by fragile recovery in some areas and renewed shocks in others, WFP’s approach is increasingly focused on balancing humanitarian response with resilience-building, social protection, and systems strengthening. Within this evolving context, integrating Gender Equality, Protection, Accountability to Affected Populations (AAP), and Disability Inclusion into all aspects of WFP’s work remains essential. Ensuring that assistance is accessible, safe, and equitable for all, particularly for women, children, older persons, and people with disabilities, is not only a moral and legal obligation but also fundamental to achieving lasting food security and social stability. WFP Syria has made significant progress in advancing gender-responsive, inclusive, and accountable programming through initiatives such as the Integrated Cross-Cutting Context Analysis and Risk Assessment (ICARA), the Gender Equality Certification Programme (GECP), and the expansion of community feedback mechanisms across field offices. It is within this framework that WFP Syria seeks to recruit a national Programme Policy Officer (Gender, Protection & Inclusion Team Lead), a technical professional responsible for guiding and coordinating the integration of gender, protection, disability inclusion, and AAP across WFP’s programmes, policies, and partnerships. The role is central to ensuring that WFP’s assistance not only meets immediate humanitarian needs but also contributes to empowerment, equality, and resilience: the cornerstones of a dignified and inclusive recovery. CONTRACT DETAILS: Contract Type: Special Service Agreement (SSA) Duration: 1.5 month Duty Station: Damascus Number of required employees: 1 JOB PURPOSE: To deliver a wide range of business support processes and activities for a specific professional area of work, to facilitate effective service delivery. KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive): ‎1.‎ Collate security information for inclusion in reports, documents and correspondence, to support ‎the effective work of other staff.‎ ‎2.‎ Respond to standard administrative queries and provide timely and accurate guidance related to ‎the security and other units.‎ ‎3.‎ Process and manage routine administrative and financial tasks in various functional areas, to ‎contribute to the effective and timely management of resources in coordination with other units.‎ ‎4.‎ Manage and maintain security records and databases, to ensure information is organised and ‎readily available for staff.‎ ‎5.‎ Maintain relationships with a range of individuals to include HR, Finance, Admin, Logistics ‎through provision of business support to assist in information sharing and service delivery to ‎staff.‎ ‎6.‎ Proof-read reports, documentation, correspondence, etc., making changes in line with ‎established guidelines where appropriate.‎ ‎7.‎ Coordinate meetings for the security, trainings and workshops related the security unit.‎ ‎8.‎ Maintain and manage the security access cards to the WFP premises.‎ ‎9.‎ Perform any other related activity as assigned by immediate supervisor.‎ STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:‎ Education:‎ Completion of secondary school education. A post-secondary certificate in the related ‎functional area is desirable.‎ Experience Minimum of four (4) years of experience comprised of at least ( 1) progressively responsible ‎work experience in the relative business stream with experience in general administrative work, ‎and (3) years in another function.‎ Knowledge ‎& Skills:‎ ‎•‎ Knowledge of specialized common business practices and methods, gained ‎through relevant technical training and experience.‎ ‎•‎ Ability to develop and maintain relationships with a range of individuals in ‎order to provide a high quality support service.‎ ‎•‎ Ability to carry out basic data analysis and independently rectify problems ‎requiring attention.‎ ‎•‎ Ability to monitor and record financial transactions.‎ ‎•‎ Good communication skills required to give and receive information and work ‎with a variety of individuals.‎ ‎•‎ Ability to maintain confidentiality.‎‎•‎ Language Fluency (level C) in English language.
