Are you an experienced HR professional with strong administrative skills?
Belfast City Council is seeking a Business Support Officer (HR/Administration) to join the City and Neighbourhood Services department, supporting HR and administrative operations to meet organisational goals efficiently and cost-effectively.
Your Duties:

As a Business Support Officer, you will:

  • Provide advice and guidance on HR matters to senior managers, line managers, and staff, ensuring alignment with council policies and legislation.
  • Supervise, train, and develop HR support staff to achieve departmental objectives.
  • Assist with managing employee relations, including absence management, disciplinary and grievance procedures, and recruitment processes.
  • Coordinate responses to Freedom of Information and data protection requests within specified timeframes.
  • Prepare HR performance and compliance reports for management and official returns.
  • Support the preparation and implementation of departmental HR business plans.
  • Deliver induction training for new staff and identify training needs within the HR unit.
  • Represent the HR Officer/Business Coordinator as required.
  • Undertake HR investigations and support the implementation of council policies such as customer care, safeguarding, and equality of opportunity.

Essential Criteria:

Qualifications:

  • A third-level qualification in a relevant subject such as Business Studies or Human Resources.

OR

At least two years of relevant experience in:

  • Providing HR advice to management on staffing, payroll, and employee relations.
  • Collaborating with trade unions on HR matters.
  • Managing attendance, disciplinary, and grievance procedures.
