The Department of Environmental Services is seeking an experienced Business Systems Analyst II to join our team! Our mission is to make Arlington County a vibrant, accessible and sustainable community through strategic transportation, environmental and capital investment projects, while providing excellent customer service, operations and maintenance in a safe and healthy environment for all. The selected candidate will troubleshoot, analyze, and collaborate with the Department of Technical Services, subject matter experts, and end users to create the scope, requirements, and detailed designs to meet business and functional needs while diagnosing and resolving operational issues.

DESIRABLES: PREFERENCE MAY BE GIVEN TO CANDIDATES WITH EXPERIENCE IN ONE OR MORE OF THE FOLLOWING:

• Programming in languages such as SQL, Visual Basic, C#; workload automation systems such as Active Batch; and databases.
• Supporting the Utility Billing System, Cayenta, preferred;
• Online Payment System, Paymentus, preferred; and/or
• Report writing tool, Cognos, preferred.

• Solves hardware and software interface problems, and defines the parameters of the assigned systems;
• Designs, builds, tests, implements, and maintains process improvement automation components;
• Provides ongoing technical support for implementation of assigned projects, including integrating the existing utility billing system into Paymentus;
• Communicates technical ideas and translates user requirements for effective system configuration;
• Performs detailed inspections of system performance and creates and implements changes to improve processes;
• Maintains all system documentation, including functional requirements, technical requirements, system implementation plans, system administration documentation, configuration details, user guides and operational procedures; and
• Designs and conducts training sessions to leadership and departmental users.
  The ideal candidate will have proven experience understanding the capabilities of information technology software, hardware, and network communication technology in centralized, distributed, client server, and standalone environments; utilizing effective methods and techniques of information systems project management; and the ability to write and modify code.
