JOB SUMMARY

The primary purpose of this position is to serve as the main business technology resource for identifying, managing, and executing technology and web projects for the IEEE Signal Processing Society. This includes the development, launch, and ongoing maintenance of products, services, and tools.
The role involves overseeing the development and implementation of technology solutions, including websites. The incumbent is responsible for forging strong relationships with business leads to understand the business functions and needs, developing an IT strategy to meet the business needs, and ensuring alignment with IEEE-IT solutions, infrastructure, and business processes. This involves leveraging current industry best practices and IEEE IT practices to adapt solutions to the Society’s business needs.
The incumbent ensures the optimized technical performance of digital channels, maintaining the quality and caliber of the IEEE Signal Processing Society brand. They act as the technical lead to the Signal Processing Society websites and complete digital presence, ensuring a positive digital user experience through adherence to current standards and architecture for accessibility, usability, SEO, and operational efficiency, with a focus on growth in customers and marketing conversions.
Success in this role requires the ability to understand and articulate internal & external user needs and current and forward-looking trends in technology to develop business requirements, reports, and other materials for all technology solutions for the IEEE Signal Processing Society.
The role reports to the Director of Conferences, Marketing, and Data Analytics and manages [0] direct reports. This position works with limited direction but will be highly aligned with each staff business lead to implement solutions to their vision and the needs of the IEEE Signal Processing Society.

WORK EXPERIENCE

  • 7-10 years responsibility in designing, developing, implementing, operating and managing solution, services, products, and applications. Req
  • 7-10 years Experience working with internal and externals customers to develop jointly an IT strategy or approach to meet their business needs Req
  • 7-10 years experience leading IT/software project teams from business and functional requirements through service operations Req
  • 7-10 years Experience required in participating in or managing projects in an environment with quality management systems e.g. Scrum, ITIL, Six Sigma/Lean Six Sigma etc. Req
  • 4-7 years Demonstrated experience leading cross-functional teams and/or technology teams Req

Responsibilities

Technology Service Strategy - Support the business as the technology expert, and work as part of a team to identify and establish strategic long-term documented technology goals and policies and procedures based on business objectives. Tasks include:

  • Develop and maintain the multi-year business technology roadmap for the Society. Collaborate with business stakeholders and IEEE IT partners to ensure designs are consistent with broader organization strategies and roadmaps.
  • Evaluate alternative solutions to meet business requirements and align to IEEE IT strategies, utilizing proven tools/methodologies to facilitate build/buy decisions.
  • Research emerging solution technologies and assess their maturity, feasibility, cost, and requirements.
  • Provide expert consultation for business projects that often integrate new technology and/or carry out organization-wide operational and technology functions through expert leadership of and input to review of designs, installation, configuration, maintenance, testing, quality assurance, troubleshooting, and problem resolution of mission-critical systems, projects, databases, and solutions.
  • Partner with IEEE IT to translate and evangelize business needs/strategies of the IEEE Signal Processing Society into solutions that interoperate to create efficiency and/or provide the highest level of customer experience.

Digital Presence - Manage the technical functionality, analytics, usability, and strategic roadmap for the IEEE Signal Processing Society digital presence, including:

  • Oversee and maintain the functionality of the digital presence, including the SPS website, Resource Center, SigPort, Conference websites, and any other digital presence for the Society.
  • Maintains current and future-looking knowledge and understanding of website management and digital presence standards and best practices, and shares and trains appropriate stakeholders.
  • Formulate goals and strategies for improving the SPS digital presence through business lead and other stakeholder collaboration.
  • Manage inventory and strategic digital roadmap of complete digital presence for the IEEE Signal Processing Society.
  • Create and maintain all documentation on business requirements, Standard Operating Procedures, access, and vendor listing.
  • Act as primary liaison with IEEE IT and Branding teams to maintain IEEE standards and best practices and convey back to these teams the needs and experience of the Society.
  • Oversee and project manage all digital/website vendors for the IEEE Signal Processing Society.
  • Maintain all website and digital presence functionality, including hosting and server management, page load time, broken links, plug-in management, system updates, and reporting expired or inaccurate content to business leads.
  • Develop and deliver recommendations to optimize the user experience throughout the Society’s digital presence through oversight and direct user testing and user research efforts.
  • Create and utilize analytics and other tools to improve site functionality, SEO, and the digital platform search experience.
  • Create routine dashboards for marketing and business units, using web analytics tools and working with the analytics staff team to evaluate content provided and user requests, and make recommendations for improvements across all SPS digital platforms.
  • Ad hoc digital projects, as assigned.

Technology Design & Implementation - Interface with IEEE Signal Processing Society staff, business leaders to manage and lead all technology projects. Tasks to include:

  • Liaison for the Society to IEEE IT and with other IEEE Society staff on IEEE IT solutions to report back to the Society’s business leads.
  • Design, transition, operation, and continual improvement of business technology solutions.
  • Collaborate within cross-functional teams, listening and responding to business needs, to deliver and maintain best-in-class solutions.
  • Analysis and recommendation of innovative solutions to improve efficiency and quality of processes, to increase productivity and performance for staff and volunteer teams.
  • Business analysis and development and documentation of proposals, as well as functional and non-functional requirements, test plans, approval chains, and ongoing maintenance procedures under the direction of the business owner.
  • Alignment and tracking of all Society technology services and quality management processes to technology industry standard.
  • Creation and/or management of the design of applications and the mapping of functional business requirements into technical requirements/agile stories.
  • Management of vendor relationships, working with business leads to develop and manage reports based on business goals, SLAs, and providing regular updates, ensuring that business goals and service levels are met.
  • Transition of services and oversight of application migration when appropriate, including documentation, communication, and approvals with all relevant IEEE Units and business owners.
  • Incident management consisting of analyzing/troubleshooting complex support issues, proper escalation of business-critical solutions as needed, and tracking and reporting of an issue log.
