OVERVIEW

Sierra Lobo, Inc. offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).
This is a full-time direct-hire position located at or near our Hoover Road facility in Milan, Ohio.

KNOWLEDGE AND SKILL REQUIREMENTS

While performing the necessary functions of the Buyer II position, personnel work within the constraints of a FAR-compliant certified procurement system.
The Buyer II must have knowledge of government-provided websites such as On-line Reps and Certs, Excluded parties List, FAR, GSA, SBA, OIG, etc.

Additionally, the Buyer II must possess the following knowledge and skills:

  • Clear understanding of the purchasing life cycle within government purchasing workspace.
  • Proficient in MS office products i.e.- Word, Excel, SharePoint, Outlook E-mail
  • Associate’s degree required and 3-5 years of relevant experience. Relevant experience in excess of 5 years may be substituted for an Associate’s degree.
  • Knowledge of the Federal Acquisition Regulations (FAR Part 12 and 13).
  • Understanding of the basis and scope of Purchase Requisition / Authority.
  • Understanding of Sole Source Justification (SSJ).
  • Ability to develop and document a negotiation plan (When Applicable)
  • Knowledgeable in the development of FAR-compliant solicitations.
  • Ability to understand the requirements associated with properly developed Statement of Work, Specifications, Drawings, and Sketches.
  • Understanding of supplier representations and certifications and their relevance to government purchasing.
  • Experience in the ability to navigate and utilize government-provided websites to identify debarred, suspended or ineligible suppliers.
  • Proficient in the application and documentation of analyses including best value, price, and cost realism.
  • Experience and understanding of the preparation for, performance, and documentation of a Pre-award Survey / Audit.
  • Understanding of when a successful quotation or proposal is required to be included in the purchasing file.
  • Experience in conducting and properly documenting a Price Analysis / Cost Analysis.
  • Experience and full understanding of the phases of negotiation, development of negotiation teams, development of the negotiation envelope, leading the Pre- Negotiation Review, and fully documenting the negotiation process and outputs.
  • A clear understanding of the importance of adequate competition and a proficiency in the development of Purchase Order / Subcontract Documentation for purchases below the simplified acquisition threshold.
  • The Buyer II must understand the circumstances under which advance notification/consent must be provided to/obtained from the contracting officer. When advance notification/consent is required, the Buyer 2 must have the knowledge and skill to ensure all required information is included in the transmittal.
  • The Buyer II must have the knowledge and skill to develop and maintain the procurement file to contain the Quote Recap, Procurement Award Justification, and Procurement Summary.
  • The Buyer II must have knowledge of requirements for FAR and Prime Contract Flowdown Provisions.
  • The Buyer II must possess an understanding of standard commercial Terms and Conditions.

PHYSICAL REQUIREMENTS

Excellent communication (verbal and written) and phone skills.
Ability to hear normal conversation. One eye (minimum) correctable to 20/20.

The Buyer II performs purchases of commercial and non-commercial products and services for purchases up to the simplified acquisition procedures (SAP) with a current dollar threshold of $150K.
The Buyer II must possess a thorough understanding of the Federal Acquisition Regulations (FAR) and have experience working within a CPSR procurement system.
