Description

The Lax Kw’alaams Band has immediate openings for 2 full-time Bylaw and Community Safety Officers reporting to the Director of Housing. The successful candidates will maintain a high level of public safety and community harmony. You will maintain a visual presence across the community, ensure consistent monitoring and enforce compliance with all Band bylaws. You are expected to be self-motivated and self-directed and take the initiative in the tasks that need to be completed in a timely manner.

EDUCATION AND EXPERIENCE

  • Preference will be given to candidates who have completed the Bylaw Compliance Enforcement and Investigative Skills. Training will also be provided as needed.
  • Occupational First Aid Level 1 (or willing to complete within a set timeframe).
  • 2-years related experience in bylaw enforcement or security is preferred but not required.
  • A Valid BC driver’s license (class 4 or 5) with a clean driver abstract.
  • Experience working with First Nations communities.
  • Investigation and evidence gathering techniques. Training techniques and methods.
  • Must be able to coordinate and conduct Public education and awareness programs concerning Bylaw and Safety programs.
  • Prior experience with court processes and procedures is preferred, but not required.

KNOWLEDGE AND COMPETENCIES

  • Analytical, problem-solving and decision-making skills.
  • Conflict resolution skills; negotiations skills; stress and time management skills.
  • General knowledge of criminal justice and/or bylaw enforcement; training is available.
  • Effective verbal, written and listening communications skills. Ability to speak to large groups; public speaking skills, etc.
  • Intermediate level computer skills – MS Office Suite (Word, Excel, etc.).
  • Ability to deal effectively with people in difficult situations.
  • Ability to maintain confidentiality.
  • Physical ability to perform tasks for long periods in inclement weather.
  • Positive attitude; reliable; highly motivated and able to work independently.
Responsibilities
  • Enforce the Band bylaws and provide public education and awareness programs and services to ensure the protection of residents, property and resources.
  • Monitor community lands to ensure compliance with Bylaws (e.g., trespassing, animal control, etc.).
  • Record and report complaints and infractions.
  • Respond to residents’ inquiries and complaints regarding public safety, unauthorized access, animal control, etc.
  • Investigate possible infractions and issue Notices of Infractions, where applicable.
  • Maintain a daily written journal detailing patrol records, violation notices and all other activities.
  • Compile data & prepare quarterly reports as needed and requested.
  • Assist and participate in providing awareness, education and prevention workshops and meetings to the community (e.g., new residents, OHSC, Community Safety Committee, etc.).
  • Liaise with other governmental, law enforcement and regulatory agencies, including RCMP, Health Centre, etc.
  • Attend community events as required.
  • Report to the RCMP any infractions of the Criminal Code where the arrest or other RCMP action is necessary.
  • Provide educational workshops for community members on safe practices for skateboards, bikes, motor vehicles and boats.
  • Collaborate with RCMP on Drug and Alcohol awareness events. Assist in the creation of new Bylaws.
  • Perform all other tasks within the scope of the position, as assigned.
