  • Secondary school graduation diploma or an equivalent combination of education, experience and training in the field of Environmental Compliance and Enforcement.
  • Experience or equivalent post-secondary educational training in Environmental Law and Case Law pertaining to the interpretation and application of environmental by-laws and in conducting inspections, taking detailed notes, investigations and appropriate enforcement action to obtain and ensure compliance.
  • Experience or equivalent educational courses in interpreting wastewater and water analytical data and understands industrial processes which generate wastewater.
  • Experience in dealing with the public in dispute management or conflict resolution situations.
  • Possession of a valid Ontario Driver’s License Class “G” and the ability to pass the test for and be qualified to receive a City Equipment Operator’s License and meet all conditions set out in the City of Toronto’s Drivers Manual.
Responsibilities

MAJOR RESPONSIBILITIES:

  • Conducts environmental related field sampling, inspections and investigations of: industrial, commercial, institutional and residential properties, mobile and non-mobile businesses and operations, sewers and watercourses to ensure compliance with City of Toronto by-laws and applicable environmental regulations
  • Observes and investigates potential infractions of statutes, environmental regulations and by-laws regulating the use of Sewers By-Law (Municipal Code Chapter 681-Sewers) and the Water Supply By-Law (Municipal Code Chapter 851) to determine whether infractions have occurred. Assesses the infraction and initiates corrective action.
  • Collects and documents evidence, takes photographs and detailed, precise and accurate written notes maintained in a city issued log/note book
  • Inspects wastewater/water systems for evidence; issues notices of violations, letters by registered mail and email, Orders; conducts telephone and in person conversations and follows up to determine whether infraction has been corrected.
  • Installs, maintains, retrieves and calibrates field monitoring instrumentation; and downloads and/or reviews field data, compiles and calculates and interprets all field monitoring data.
  • Interacts with the general public, property owners, tenants, Fire and police officials, prosecutors, City and other government officials to resolve problems
  • Uses a number of City databases and information sources, both electronic and hard copy including electronic map viewer programs and data entry programs
  • Attends Provincial court, Committees of Council and Tribunals to give evidence.
  • Prepares written and concise documents for Part III Information and Summons for legal proceedings pertaining to violations of the City’s environmental By-Laws. Attends court, Reviews case briefs Management and City Prosecutors and presents evidence; Prepares correspondence and reports for Management, Committee, Tribunals and briefs for prosecution.
  • Completes written inspection reports and manual entry into databases within specified timeframes.
  • Conducts on-line research and field investigation of property information to ascertain compliance with City environmental by-laws/regulations and to notify owners of violations.
  • Examines plans, drawings and reports from industrial, commercial and institutional properties and clients.
  • Conducts educational and outreach programs with members of the public and business/industry associations.
  • Trains new staff and summer students regarding proper wastewater and water sampling and compliance inspections and enforcement actions.
  • Responds to public complaints and emergencies involving Toronto’s sewer system and watercourses.
  • Follows direction of Manager and Supervisor and interacts with all members of the Unit.
