REQUIRED QUALIFICATIONS, KNOWLEDGE, ABILITY AND SKILLS
As per the Bylaw Officer I with the following changes and/or additions:
- Bylaw Enforcement & Investigative Skills Certificate Level II
- Minimum three (3) years Bylaw Enforcement, Animal Control or Parking experience
- Certification in Animal Control
REQUIRED QUALIFICATIONS, KNOWLEDGE, ABILITY AND SKILLS
- Completion of high school education or equivalent
- Bylaw Enforcement & Investigative Skills Certificate Level I
- Certification in Officer Safety, Avoidance, Conflict Resolution or Situational Awareness
- Minimum one (1) year Bylaw Enforcement, Animal Control or Parking experience
- Occupational First Aid Level I
- Valid Class 5 BC Driver’s License
- Ability to obtain and maintain an acceptable Police Information Check and Vulnerable Sector Check
- Proficient in Microsoft Office Suite programs as demonstrated through testing (70% pass rate required), in addition to applicable departmental software programs.
- Ability to work outside in adverse weather conditions if required.
- General knowledge of the methods, principles and practices of caring for animals.
- Ability to apprehend domestic animals in violation of bylaws.
- General knowledge of the rules and regulations of the Society for Prevention of Cruelty to Animals.
- Ability to present a neat appearance and articulate information in a courteous, tactful and diplomatic manner where people may be agitated.
- Personal aptitude will include being self-motivated and a demonstrated ability to handle a varied workload in a flexible manner, which may involve a shift work hour schedule to meet the requirements of the position.
- Ability to exercise sound judgement in the interpretation and application of related regulations, bylaws, policies and procedures with tact, impartiality, firmness and the use of sound judgment.
- Ability to interpret and put into practice provincial laws pertaining to the Community Charter, Local Government Act, Offence Act, and any other acts or laws that apply to enforcement and compliance.
- Ability to effectively liaise with a variety of internal and external contacts while employing superior customer service skills in accordance with City policies and departmental procedures.
- Basic knowledge and ability to administer Bylaw Offence Notice Tickets, Municipal Information Tickets, and warning notices.
- Ability to problem solve and de-escalate volatile situations on the phone and in the field.
- Ability to safely work alone; following all City and departmental policies, guidelines and safe work procedures.
