Description

Under the direction of the Deputy Director, the Division Chief of Operations and Grant Program Support Division (OGPSD) in the Office of Youth and Community Restoration (OYCR) is responsible for overall policy development and management of OYCR’s administrative operations including state and federal juvenile justice grant administration, and serves as the principal advisor on complex issues across the following program areas: Business Services/Contract Management, Human Resources, Workforce Development, State and Federal Policy/Legislation, OYCR driven Committees, Commissions, and Stakeholder Engagement. Additionally, the Division Chief serves as the executive liaison for and with the Federal Government and leads, plans, directs and coordinates the day-to-day administration of OYCR’s grant programs, totaling over $12 million in federal grant awards annually as the Designated State Agency for Title II federal funds as well as $100 million in state contracts and grants.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience managing or supporting state or federal grants or programs, including knowledge of state and federal grant administration, compliance monitoring, evaluation, and reporting processes.
  • Exceptional experience with contract administration, management of contractors, and negotiating contract terms and conditions with contractors.
  • Exceptional communication skills – orally and written – that demonstrates ability to deliver well-organized, accurate, clear and concise communication with all levels of management and employees, external groups, and local governments
  • Demonstrated engagement experience in the state legislative and budget process, as well as overall program administration.
  • Familiarity and/or experience with the youth justice reform, reimagine justice and/or restorative justice movement work in California.
  • Lived experience within the youth justice and/or child welfare systems.
  • Lived experience as a formerly incarcerated person or from a family with system involvement.
  • Familiarity and/or experience with community-based organizations.
  • Familiarity and/or experience with workforce development at state and local levels.
  • Highly skilled in using Microsoft products such as Excel, PowerPoint, Outlook, Teams, SharePoint, Word, Project, etc.
  • Ability to establish individual and team priorities, organize division workload, multi-task, work well under pressure, and exercise initiative and flexibility.
  • Ability to be self-motivated and motivate a team, foster collaboration, and mutual respect as well as work independently and be detail and solution oriented.
  • Ability to make independent, sound, and ethical decisions regarding highly sensitive matters and maintain confidentiality.

Examination Information
The examination will consist of a State of Qualifications screening process. A departmental evaluation panel will review and score the Statement of Qualifications based on the Desirable Qualifications for the position, and the competitive nature of each candidate’s relevant knowledge, skills, and experience.
