Description

Under the general direction of the Deputy Director for Resource Management, this position is responsible for managing the Forest Practice Headquarters Program and the Department of Forestry and Fire Protection (CAL FIRE) CAL FIRE Northern Region (CNR) and CAL FIRE Southern Region (CSR) Region Offices’ Forest Practice Programs in coordination with Region partners. This position also plans, organizes, and gives functional and technical supervision to the Forest Practice Administration Program (including oversight of the California Timber Regulation Environmental Evaluation System also known as CalTREES), the Watershed Protection Program and the Forest Practice Law Enforcement Program. The Position also advises the Region and Area Offices and Units on programs and policy, coordinates the Forest Practice Program with state partners as a central member of the California Natural Resources Agency’s AB 1492 Leadership Team, develops reports, manages budgets, and creates budget change proposals as appropriate, and assures adherence to state law and audits field programs as needed.

THIS POSITION MAY QUALIFY FOR A RECRUITMENT AND RETENTION BONUS OF $1550 PER MONTH.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
In your Statement of Qualifications (SOQ) document, please address how you possess each DESIRABLE QUALIFICATION (numbered below) using specific examples from your experience, education, and training. Please ensure all examples provided were obtained at a supervisory/managerial level.
1.) Provide at least three specific examples demonstrating your in-depth experience with administrative and operational matters. Focus on areas such as private, state, and federal forest and rangeland management, watershed monitoring and research, fire protection, fire prevention, timber harvest regulation and monitoring of State Forest Practice Rule effectiveness. (Qualifying experience in CAL FIRE is typically gained at the Deputy Chief level or above.)
2.) Provide at least two specific examples of your substantial participation in the development, implementation, and/or evaluation of the State Forest Practice Rules and related provisions for Certified Regulatory Programs under the California Environmental Quality Act (CEQA), as well as timber harvest related to post-fire recovery and fuels reduction activities pursuant to Governor’s Emergency Proclamations and Executive Orders. Your responses should illustrate your ability to analyze complex implementation challenges and describe the strategies you developed to resolve them effectively.
3.) Describe at least three specific examples of your experience coordinating the environmental review of timber harvesting and timberland conversion activities. Describe how your interactions with other Review Team and affiliated departments, boards, and commissions under the California Natural Resource Agency and California Environmental Protection Agency, and, private landowners, public groups, and local officials, affected the outcomes of timber harvest and timberland conversion projects.
4.) Provide at least two specific examples of your ability to effectively communicate, advise, and collaborate orally and in writing with high-level departmental leadership, legislative bodies, and representatives from Federal, State, and local agencies, as well as with stakeholders from public and private sectors.
