We are seeking a California Comp & Delegation Overs. Officer to join our team at Independent Living Systems (ILS). About the Role: The California Compliance & Delegation Oversight Officer for the California Market plays a pivotal role in ensuring that our healthcare organization adheres to all applicable federal, state, and local regulations, with a particular focus on California-specific healthcare laws and standards. This position is responsible for implementing and maintaining compliance programs that mitigate risk and promote ethical business practices across all departments. The California Compliance & Delegation Oversight Officer will conduct regular audits, investigations, and training sessions to ensure ongoing adherence to regulatory requirements and internal policies. They will serve as a trusted advisor to leadership and staff in the California Market, providing guidance on complex compliance issues and fostering a culture of integrity and accountability. Ultimately, this role ensures that the organization operates within legal frameworks while delivering high-quality care and services to the community it serves. Minimum Qualifications: * Bachelor’s degree in Healthcare Administration, Law, Business, or a related field. * Minimum of 10 years of experience in healthcare compliance within the California healthcare market. * Strong knowledge of federal and California state healthcare laws, including HIPAA, HITECH, and the California Confidentiality of Medical Information Act (CMIA). * Experience conducting compliance audits, investigations, and risk assessments. * Excellent communication skills, both written and verbal, with the ability to effectively train and advise staff at all levels. * Relevant experience may substitute for the educational requirement on a year-for-year basis.  Preferred Qualifications: * Masters degree in Healthcare Administration, Law, Business, or a related field. * Certified Compliance and Ethics Professional (CCEP) or similar certification. * Experience working in a healthcare setting such as hospitals, clinics, or health plans in California. * Familiarity with healthcare quality standards and accreditation processes. * Advanced degree such as a Master’s in Healthcare Administration, Public Health, or Law. * Proficiency with compliance management software and data analytics tools. Responsibilities: * Implement, and monitor compliance programs tailored to California healthcare regulations, Medi-Cal and organizational policies. * Develop, initiate, maintain and revise policies, procedures and practices to prevent, detect and respond appropriately to potentially non-compliant practices, including Privacy and Fraud, Waste and Abuse practices.  * Conduct regular audits, monitoring activities, and risk assessments related to delegated Community Supports (CS) and Enhanced Care Management (ECM) providers to identify potential compliance issues and implement corrective action plans in accordance with regulatory requirements, delegation oversight. standards, and organizational compliance policies and procedures. * Develop, implement, and maintain policies, procedures, and operational guidelines related to delegated Community Supports (CS) and Enhanced Care Management (ECM) providers to ensure compliance with regulatory requirements, delegation oversight standards, contractual obligations, and organizational expectations. * Provide training and education to employees on compliance standards, policies, and regulatory changes. * Investigate compliance concerns, allegations, or violations and coordinate with relevant departments to resolve issues promptly. * Collaborate with legal, clinical, and external regulatory agencies to ensure alignment with regulatory requirements and best practices. * Prepare and submit required reports to regulatory agencies and maintain accurate documentation of compliance activities. * Stay current with changes in healthcare laws and regulations affecting the California market and advise leadership accordingly. * Maintain detailed documentation of compliance activities, investigations, and outcomes.
Responsibilities
