The Role
We are seeking an experienced Campus Security Manager to lead campus security operations, risk management, emergency preparedness, access control, incident response, security personnel, and protective-security programs.
The ideal candidate will combine strong physical-security expertise with operational leadership, emergency management, risk assessment, stakeholder coordination, compliance, and security technology capabilities.
The role will be responsible for maintaining a safe campus environment while ensuring security measures are proportionate, professional, student-focused, and aligned with applicable UAE requirements and institutional policies.
Key Responsibilities
- Develop and implement comprehensive campus security strategies, policies, procedures, standards, and governance frameworks.
- Lead day-to-day campus security operations across academic buildings, administrative facilities, student residences, recreational areas, parking facilities, entrances, and other campus locations.
- Conduct comprehensive security risk assessments covering people, facilities, assets, events, transportation, access points, and operational activities.
- Identify security vulnerabilities and develop appropriate mitigation strategies.
- Establish security standards for buildings, classrooms, laboratories, residences, libraries, sports facilities, offices, and other campus environments.
- Manage security personnel, supervisors, control-room operators, reception-security staff, patrol teams, and contracted security providers.
- Develop staffing models, patrol schedules, shift plans, post orders, deployment strategies, and security coverage requirements.
- Ensure security personnel are appropriately trained, licensed, briefed, equipped, and supervised.
- Establish clear security post orders, patrol procedures, escalation protocols, and reporting requirements.
- Monitor security personnel performance and conduct regular inspections and operational reviews.
- Manage campus access-control systems, visitor-management processes, identification systems, security gates, access cards, and related technologies.
- Establish appropriate access privileges for students, faculty, employees, contractors, visitors, vendors, and other authorized individuals.
- Coordinate the issuance, activation, modification, and deactivation of access credentials.
- Monitor access-control activity and investigate unauthorized access attempts or suspicious activity.
- Develop and maintain emergency-response plans for incidents including fire, medical emergencies, severe weather, hazardous-material events, violence, threats, suspicious packages, unauthorized access, missing persons, and other campus emergencies.
- Coordinate emergency preparedness exercises, drills, simulations, and tabletop exercises.
- Work closely with local emergency services, police, civil-defense authorities, medical providers, and relevant government agencies.
- Establish clear emergency notification, communication, evacuation, shelter-in-place, lockdown, and incident-escalation procedures.
- Develop proactive measures to reduce recurring security risks.
- Coordinate campus security for major events including conferences, sporting events, graduation ceremonies, public events, VIP visits, and student activities.
- Develop event-specific security plans, staffing requirements, access controls, emergency procedures, and crowd-management strategies.
- Conduct security assessments for high-profile events and special activities.
- Establish procedures for managing protests, demonstrations, large gatherings, disruptive behavior, and other campus events while maintaining safety and respecting applicable institutional policies and laws.
- Work closely with Student Affairs, Faculty Leadership, Human Resources, and Campus Operations on student and employee safety matters.
- Develop appropriate procedures for vulnerable individuals, safeguarding concerns, missing students, welfare incidents, and other sensitive situations.
- Coordinate with Facilities teams to identify and address physical-security weaknesses such as inadequate lighting, damaged doors, defective locks, unsecured windows, or unsafe access routes.
- Conduct regular security inspections of campus facilities and grounds.
- Review building designs, renovation projects, and new developments from a security perspective.
- Provide security requirements for new construction, facility upgrades, access-control systems, surveillance systems, perimeter controls, and emergency infrastructure.
- Manage security contractors and third-party service providers.
- Establish Service Level Agreements (SLAs), performance requirements, reporting standards, and compliance expectations for security vendors.
- Conduct contractor performance reviews, inspections, and compliance assessments.
- Manage security-related budgets covering personnel, technology, equipment, training, maintenance, and contracted services.
- Monitor expenditure and identify opportunities to improve security effectiveness and operational efficiency.
- Maintain comprehensive security records including incident reports, patrol logs, access records, visitor records, CCTV-related documentation, risk assessments, training records, inspection reports, and corrective-action registers.
- Establish appropriate security-information management and confidentiality controls.
- Work with IT and Data Protection teams to ensure security-related information and surveillance data are appropriately protected.
- Ensure security policies and practices comply with applicable UAE laws, regulations, institutional requirements, and recognized security standards.
- Maintain appropriate security licenses, permits, certifications, contracts, and regulatory documentation.
- Support internal and external audits, regulatory inspections, investigations, and security assessments.
- Develop and monitor campus-security KPIs and provide regular reports to senior leadership.
- Use security data and analytics to identify trends, improve resource allocation, and strengthen preventative-security measures.
- Evaluate emerging technologies including AI-enabled video analytics, smart access control, mobile credentials, emergency communication platforms, and other security technologies.
- Develop continuous-improvement initiatives to strengthen campus safety, security awareness, and emergency preparedness.
