Post Context/Post Summary Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council. The Partnerships Directorate (PD) enhances Military Cooperation (MilCoop) with Partner nations, International Organisations (IO) and Host Nations (HN). The Military Cooperation Division coordinates the participation of Partner nations in NATO conducted exercises training and education, and coordinates and enables partner and non-NATO Troop Contribution Nations (NNTCN) participation in NATO-led missions and operations. The Engagement, Plans and Policy (EPP) Branch develops Military Cooperation plans in accordance with the approved strategic objectives between NATO and Partners in political partnership documents, such as ITPPs, DCB (Defence Capacity Building) Packages, CAP, etc., and the Military Committee Direction and Guidance. The East and South sections provide expertise to SCs, IS and IMS for NATO Team Visits, Staff Talks, Expert Staff Meetings etc., as SME for the Partner Nations, providing regional and national analysis and assessments as required for partnerships oriented toward NATO Strategic Direction East and South, respectively. SHAPE is currently recruiting for two roles: Capacity Building Regional Coordinator – East (Bosnia and Herzegovina, Georgia, Moldova) and Capacity Building Regional Coordinator – South (Iraq, Jordan, Mauritania, Tunisia). The responsibilities outlined below apply to both positions, with each role focusing on its respective regional portfolio. Principal Duties 1. Develop practical coordination mechanisms within the Capacity Building (CB) structure for NATO’s additional capacity development with partners in the East and South Sections; 2. Liaise with the NCS and non-NCS to ensure the unity of CB efforts; 3. Support PD, SHAPE, SACT and Subordinate Commands in coordinating and harmonizing NATO HQ DCB policies during the development and implementation of DCB packages and activities; 4. Develop political strategic assessments, response options and concepts of emerging CB strategic and political issues to support the Section, SCs and subordinate Commands; 5. Provide high-level writing and analytical skills needed to ensure effective Bi-SC contribution to, and understanding of, developing policy issues at the political-military level; 6. Develop and participate in major CB policy and planning initiatives in NATO HQ, SCs and Subordinate Commands and provide advice on CB strategic-political issues; 7. Supports the development of CB Lessons Learned assessments (identifying short falls and gaps) during the development and implementation of CB related projects and activities; 8. Establish and sustain long-term relationships with CB stakeholders vertically at the political-military level, including IS and IMS, and horizontally with existing policy cells in HQ SACT and SHAPE and with national and partner CB stakeholders; 9. Provide support for high-level consultations on political guidance with senior NATO civilian and military officials as well as with national governments on matters pertaining to CB actions/strategies/policies; 10. Coordinate with the Financial Cell of the Support Branch on matters related with budget and resource management for the Partners in the East and South Sections, respectively; 11. Serve as an enduring subject matter expert on CB strategic political issues for the respective Section, SCs and Subordinate Commands; Special Requirements and Additional Duties The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The risk of injury is categorised as No risk / risk might increase when deployed. Essential Qualifications Professional/Experience 1. Knowledge of NATO, its structures and methods of operation or the ability to quickly acquire it. 2. Previous experience working at ACO in NATO Partnerships and in planning and implementing Defence Capacity Building (DCB) packages) and/or equivalent experience gained through national government, international organizations, or defense-related organizations; 3. Excellent interpersonal skills and communications skills, as well as the proven ability to interact with military or civilian officials in a diverse international environment Education/Training University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. In case of ambiguity the required job specific experience have priority over the standard education and training levels and experience described here. Language English - SLP 3333 - (Listening, Speaking, Reading and Writing). Desirable Qualifications Professional Experience 1. Experience with the implementation of NATO 2030 Capacity Building Program. 2. Experience of NATO military staffing procedures and excellent organizational abilities. Education/Training 1. Introduction to Military Partnerships Course (IMPC). 2. NATO Staff Orientation Course. Attributes/Competencies Personal Attributes: The range of personal attributes required for this post are very demanding and exacting, but without them the function will fail. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This post will provide an enduring point of coordination with IS, IMS, Subordinate Commands and SACT. This requires tact, judgement and agility. High standards of personal and professional behavior and moral courage are also needed. Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across ACO SHAPE and with all of the NATO Command Structure. This will be a mixture of Military and Civilian personnel. There will also be engagement with NATO HQ. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment. In addition to this, the incumbent should possess enhanced interpersonal skills to establish effective and efficient coordination links, diffuse conflict and reduce tension. Contribution To Objectives: The incumbent will be an enduring source of expertise and advice for CB activities in the assigned region and act as an SME for DCOS and COS ACO in preparation for Command Group activities. REMARKS: - The post requires a great deal of duty travel to the DCB related Countries. During the tour of duty the incumbent of the post may be required to attend other training courses. Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract. The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
