Responsibilities

ABOUT THE ROLE

The Capital Finance Manager will be responsible for leading the University’s Capital Budget process and maintaining the 5 Year Capital Plan. This includes owning and managing the approval process for capital projects. The current Capital budget is circa £300m per annum for the next 5+ years.
You will work with the Heads of Department and Finance Business Partners to identify key projects that should be included in the plan along with their funding sources. The postholder will also be responsible for working with key stakeholders such as the Chief Operating Officer, Chief Property Officer and Chief Financial Officer to reforecast the plan as projects and financial capacity evolve.
You will support the Head of Treasury with modelling the long-term financial impact of the proposed projects in the Capital Plan.

WHAT YOU WOULD BE DOING

  • Provide expert technical advice to Finance Senior Management (including the CFO, Head of Payments, Head of Income and Payroll and Pensions Manager) Production of medium-term Capital Plan for the University, including affordability analysis and identifying sources of funding.
  • Work with key stakeholders to identify/challenge strategic projects to be included in the plan.
  • Review investment appraisals for proposed projects and provide advice on the process to staff engaged in this process.
  • Update the budget with the latest cashflows for projects in progress.
  • Develop financial models to support decision making over long-term financing.
