POSITION SUMMARY

Under the Assistant Manager of Facility Services, prepare contract documents, provide contract administration/ Field Engineering for various building renewal and minor/major construction/alterations projects.

QUALIFICATIONS

  • Successful completion of a Community College course as a Civil Engineering or Architectural Technologist.
  • A minimum of 5 years’ experience in engineering/architectural technology and recognized by the Ontario Association of Certified Engineering Technicians and Technologists as a Technologist or the Association of Architectural Technologists of Ontario as a Technologist

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated working knowledge and ability to apply Ontario Building Code, fire codes, electrical codes, local building by-laws and safety regulations.
  • Excellent organizational, written, and oral communication skills.
  • Possess proven computer skills for applications such as spreadsheets, databases systems, word processing systems, and computerized maintenance management systems (CMMS)
  • Extensive experience in the field and in report and estimate preparation.
  • Knowledge of Project Management, Planning, Specification writing, AutoCAD and Ministry Facility Data Bases (VFA) would be an asset.
  • Experience in cost estimating, preparation of specifications and supervision of repairs within an established budget.
  • Ability to competently interpret and implement guidelines, standards, and procedures to enhance quality performance.

Responsibilities
  • Investigate proposed projects, prepare sketches, drawings, and specifications in conjunction with Board approved Architect & Engineering firms.
  • Ensure that all building repairs, renovations and/or alterations are developed and completed in a manner consistent with the highest standard of efficiency, safety, economy, and quality.
  • Develop and update specifications for all projects including input to the 10 year capital forecast.
  • Provide support and advice to school administrators and facility services staff, assist in policy and program development, asset management, and the development of technical standards. Review proposals, plans and research to provide comments and recommend opportunities. Ensure all decisions and activities are guided by a solid understanding of student and school needs.
  • Analyse, prepare reports and present key data to key stakeholders and develop and update specifications for all projects in the short, medium and long-term plans.
  • Demonstrate strong project management practices including planning, research, design, documentation, implementation, communication, measurement, and follow up and record keeping. Act as the liaison, negotiator and facilitator for all project work to address concerns and operational requirements at school sites.
  • Develop and manage contracts with various external parties. Work with consultants, architects, and senior management in the construction of new facilities and alterations or additions to ensure compliance with Board requirements and policies.
  • Participate in the development of each school’s Facility Improvement Plan.
  • Conduct site investigations in support of other Facility Services Supervisors.
  • Prepare reports as a result of site investigations.
  • Ensure site safety, environmental standards, quality of materials and quality of workmanship meet or exceed identified standards.
  • Assist the procurement team to prepare tender documents, quotations and construction contracts including establishing tendering schedules, coordinating the work of consultants and the development of prequalification lists for contractors and consultants.
  • Perform Facility Services system tasks including Facility Condition Assessments, Facility Improvement Plans, VFA reporting, building automation, portables, , mechanical reviews, energy conservation, building envelope walkovers, prequalification of contractors/consultants, AODA, Preventative Maintenance related to increasing life cycle of building systems, annual service agreements/contracts related to utility accounts and ventilation system projects.
  • Provide direction, guidance and support to consultants, contractors, facilities staff, school staff, other departments in all associated areas including scheduling, timelines contingency planning and risk assessment.
  • Provide information to support Ministry funding and required reporting on a monthly, semi-annual and annual basis.
  • Perform other job-related duties as assigned.
