Primary objective
Develop the policy, regulatory and legislative frameworks that will shape and support the development of a carbon capture,
utilisation and storage (CCUS) industry in the Northern Territory.
Key duties and responsibilities
1. Research and analyse current trends in CCUS regulation and provide strategic policy and legislation advice on the
development of world class CCUS legislation for the Northern Territory context.
2. Produce and assist with high-level complex reports, briefings, and correspondence, including Ministerial Briefings,
Cabinet Submissions, drafting instructions, speech notes and research papers.
3. Assist with developing communication strategies and supporting information to facilitate extensive industry and
stakeholder engagement and consultation processes.
4. Plan for, coordinate, and manage inter-agency working groups to ensure the development of an effective legislative
framework for a CCUS industry.
5. Plan for, coordinate, and manage external stakeholder consultation on the development of legislative frameworks,
including with land councils, pastoralists, industry, and the community.
Selection criteria
Essential
1. A relevant qualification awarded by an Australian institution, or equivalent; or relevant experience in a field of work
closely related to the duties of the vacancy.
2. Proven experience in research and critical analysis of legislation and providing high-level strategic policy advice and
legislative solutions, preferably in relation to resource management.
3. Demonstrated high-level written and oral communication, interpersonal and stakeholder engagement skills, including
the ability to communicate complex legislative issues with clarity and influence,
4. Proven experience in working collaboratively in dynamic teams and with industry professionals and other stakeholders
to successfully negotiate, and resolve conflict, to identify and achieve mutually beneficial outcomes.
5. Demonstrated well-developed conceptual presentation skills and experience in presenting complex policy and legal
issues to a diverse range of stakeholders, utilising a broad suite of communication tools.
6. Proven practical organisational skills to coordinate the management of working groups, executive reporting, and
stakeholder engagements, whilst meeting tight deadlines and adapting to changing priorities in a dynamic work
environment.
7. Demonstrated experience in resolving and progressing legal issues and facilitating the drafting and enactment of
legislation.
Desirable
1. Knowledge of national and international developments in energy and CCUS regulatory frameworks.
2. Valid driver’s licence or have the ability to obtain one
