POSITION SUMMARY:

The Career Services Placement Manager is responsible for overseeing the delivery of comprehensive career services that support rapid reemployment for universal job seekers, including those receiving Unemployment Insurance (UI) benefits and enrolled in TWC’s 10-week engagement model. This role supervises Employment Specialists and ensures alignment with Texas Workforce Commission (TWC) expectations for universal services, early engagement, and employer-driven outcomes. The Manager plays a critical role in cross-functional collaboration particularly with the Business Services Unit (BSU) to coordinate job matching, employer recruitment, and placement services for job seekers across all departments.

INTERDEPARTMENTAL COLLABORATION

  • Collaborate with Customer Service, WIOA, RESEA, and Specialized Programs to ensure seamless service delivery and handoffs across departments.
  • Participate in internal meetings and cross-training opportunities to ensure the Placement Team is responsive to the needs of all job-seeking populations.

QUALIFICATIONS:

  • Preferred Bachelor’s degree in Workforce Development, Business, Human Services, or related field; equivalent experience may be considered.
  • Bilingual (English/Spanish) required .
  • 2+ years of experience in workforce programs, employment services, or job placement support.
  • 3+ years in a supervisory, team lead, or coordinator role within a workforce setting.
  • Strong understanding of Texas Workforce Commission (TWC) requirements and universal service models.
  • Experience with rapid reemployment strategies, UI claimant engagement, and employer-driven placement models.
  • Proficiency in WorkInTexas (WIT), Salesforce, Microsoft Office, and/or Tableau preferred.
  • Experience working directly with UI claimants, RESEA populations, or other state-mandated employment services.
  • Familiarity with TWC 10-week model and employer-based service outcomes.

PROGRAM ACCOUNTABILITY AND REPORTING

  • Monitor team performance metrics and TWC-defined performance outcomes related to job placements, UI claimant engagement, and RESEA completion.
  • Utilize data systems (WorkInTexas, Salesforce, Tableau, TWIST, etc.) to ensure accurate reporting and timely documentation of services.
  • Partner with the QA and Operations teams to analyze trends, address gaps, and ensure compliance with state and federal regulations.
