The Opportunity – Case Management & Child Protection/ Child Protection in Emergencies Specialist Post location: Gaza Office Contract Duration and Level of Effort: 1 year ROLE PURPOSE: As a member of the Programme Development & Quality (PDQ) and Child Protection teams, the Case Management / Child Protection (CP/CPiE) Specialist is responsible for providing comprehensive technical leadership and support across the full spectrum of Child Protection programming, with a specific focus on Child Protection in Emergencies (CPiE) and Case Management. The role holder will lead and technically oversee case management interventions, providing ongoing technical support and supervision to Case Management Supervisors, field teams, and implementing partners to ensure high-quality, timely, and compliant service delivery. In close coordination with programme operations, MEAL, CRG, ACCM teams, and partners, the Specialist will contribute to the development, implementation, monitoring, and reporting of Child Protection and Case Management interventions, ensuring alignment with Save the Children standards, inter-agency guidelines, and national systems where possible. The role includes leading capacity building initiatives for Save the Children and partner staff, supporting high-risk case decision-making in line with risk management guidelines, and contributing to the development of high-quality concept notes and proposals. The Specialist will also support coordination and representation with government counterparts, UN agencies, NGOs, and humanitarian coordination mechanisms to strengthen child protection responses and referral systems. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Staff reporting to this post: N/A Budget Responsibilities: N/A KEY AREAS OF ACCOUNTABILITY: 1.Technical Leadership – Child Protection, CPiE and Case Management Provide technical leadership for Child Protection, CPiE, and Case Management programming across the Country Office, in line with the country strategy and global standards. Contribute to the development and implementation of a comprehensive Child Protection approach, ensuring integration of Case Management within humanitarian and development programming. Build the technical capacity of Save the Children and partner staff in Child Protection, CPiE, and Case Management approaches and tools. Ensure the case management implemented by SCI is aligned with local systems where possible and adheres to the inter-agency and SCI specific standard operating procedures, minimum standards, and technical guidelines. 2. Programme Quality – Design, Implementation and Oversight Lead and support the design, implementation, monitoring, and reporting of Child Protection and Case Management interventions, ensuring compliance with SCI policies, CPMS, Sphere Standards, and inter-agency guidelines. Provide technical oversight of Case Management activities, ensuring alignment with national systems where possible and adherence to approved SOPs, referral pathways, and data protection standards. Review, adapt, and develop Child Protection and Case Management tools, including SOPs, forms, service mappings, referral mechanisms, and information-sharing protocols. Provide technical guidance and decision-making support for high-risk and complex cases, in line with risk management and safeguarding procedures. Conduct regular field monitoring visits to ensure quality implementation and adherence to humanitarian and ethical standards. Promote and monitor integrated programming across sectors (e.g. Education, MHPSS, GBV risk mitigation, CRG) to strengthen holistic child protection outcomes. Ensure meaningful, age- and gender-sensitive child participation is embedded across all Child Protection and Case Management activities. 3. Assessments, MEAL and Accountability Lead and support Child Protection and Case Management assessments using Save the Children and inter-agency tools, ensuring disaggregated analysis of children’s needs, risks, and vulnerabilities. Work closely with MEAL teams to develop and implement CP/CPiE and Case Management MEAL frameworks, including data collection, analysis, learning, and reporting. Support information management and technical analysis of Child Protection and Case Management data, including CAAC-related reporting where applicable. Collaborate with accountability teams to ensure child-friendly feedback and complaints mechanisms inform programme design and adaptation. 4. Capacity Building and Team Support Develop and implement capacity-building plans for Child Protection and Case Management teams and partners. Provide training, coaching, mentoring, and on-the-job technical support to Case Management Coordinators, Supervisors, Caseworkers, and partner staff. Support recruitment, induction, and technical development of Child Protection and Case Management staff, particularly in emergency contexts. Facilitate technical meetings, case conferences, and learning sessions as required. 5. Coordination, Representation and Advocacy Support Coordinate closely with internal sectors, partners, and external stakeholders to strengthen Child Protection and Case Management service delivery and referral systems. Represent Save the Children in relevant Child Protection and Case Management coordination forums and inter-agency meetings. Liaise with government counterparts, UN agencies, NGOs, and community actors to enhance access to services and address gaps in response. Support advocacy, communications, and organisational learning efforts through documentation of lessons learned, best practices, and evidence generation. 6. General Responsibilities Ensure compliance with Save the Children’s Child Safeguarding Policy, Code of Conduct, and safeguarding principles, including confidentiality and “Do No Harm”. Uphold SCI policies on health and safety, equal opportunities, and diversity and inclusion. Perform any other duties reasonably required within the scope of the role In order to be successful you will bring/have: QUALIFICATIONS Master’s degree in Social Work, Social Sciences, Psychology, Sociology, International Relations, Development Studies, or a related field; or a Bachelor’s degree in a relevant field combined with extensive relevant professional experience. EXPERIENCE AND SKILLS Essential Minimum 4+ years of professional experience in Child Protection programming, including hands-on experience in Case Management, in humanitarian and/or development contexts. Experience working with large Child Protection teams, including national and partner staff. Demonstrated experience in providing technical support, mentoring, coaching, and training on Child Protection and Case Management approaches. Experience supporting programme design, implementation, monitoring, and reporting in complex and large-scale programmes. Previous experience working with institutional donors and compliance requirements (e.g. ECHO, USAID, EU, FCDO, Scandinavian donors) is an asset. Experience in inter-agency coordination, representation, and partnership development with government, UN agencies, NGOs, and donors. Proven ability to influence programme quality and operational decision-making at field and country levels. Technical Skills and Knowledge Strong knowledge of Child Protection standards and frameworks, particularly CPMS, CPiE, and Case Management guidelines. Capacity to support the development and use of Monitoring, Evaluation, Accountability and Learning (MEAL) systems. Proven ability to write clear, concise, and high-quality assessments, proposals, and donor reports. Strong analytical, organisational, and problem-solving skills. Excellent communication and interpersonal skills. High level of political and cultural sensitivity, with patience, tact, and diplomacy.
