ROLE PURPOSE: Case Management Supervisor has the responsibility for providing support to the team for assessment, response analysis, design, coordination, implementation and monitoring and evaluation of the child protection components of the response. Mainly s/he will be responsible for the implementation of the project by providing technical support to ensure child protection of the children in the project location; documentation of all events, program learning, process, and document good practices of response program including oversight Save the Children information flows. SCOPE OF ROLE: Reports to: HPI Dimensions: The Case Management Supervisor will be responsible for managing Save the Children’s child protection case management programme/Step-to-Protect in a specific area within the Response. The Case Management Supervisor will manage a team of Case Workers to provide holistic and comprehensive case management services to the most vulnerable and at-risk children including identification, registration, care plan establishment, referrals, direct service provision, progress monitoring and case closure. The Case Management Supervisor will also be responsible for implementing Save the Children’s alternative care package in the location, and as well as acting as an internal and external focal point for child protection in the location in which they are assigned. He/she will be responsible for ensure effective referrals and clear accountability to the person at risks Staff directly reporting to this post: Case Workers KEY AREAS OF ACCOUNTABILITY: Key Area 1: Supervision and management of child protection case management services Supervise and coach Case Workers on the identification, assessment, documentation, case planning, service provision and referral (to relevant services) and follow-up of at-risk children and families. Ensure case management services and alternative care are provided in line with the Inter-Agency Case Management Guidelines and the Foster Care Guidelines. Ensure appropriate alternative care arrangements for Unaccompanied and Separated Children (UASC), including foster care, supported independent living and support to separated children. Oversee the appropriate identification and screening, as well as follow up and monitoring, for foster families. Develop performance objectives with all Case Workers and provide regular feedback, one-to-one meetings and performance reviews. Provide technical support to Case Workers on complex child protection cases. Facilitate weekly case management meetings with all case workers. Review the case planning and follow up of cases, and ensure all cases are managed within acceptable timeframes based on case prioritisation criteria. Support the Child Protection Manager in the ongoing capacity building of Case Workers. Share information on field-level successes and challenges with the Child Protection Manager. Ensure that major challenges are flagged early and addressed in an appropriate way. Key Area 2: External and internal coordination and representation Support on and keep up to date a map of existing services to which children and families can be referred to. Build collaborative relationships with organisation and service providers at the field level and support Case Workers to ensure effective referrals and collaboration. Work in close collaboration with the community mobilisers to strengthen our relationship with the community and to strengthen the referral system. Work with the child protection team to ensure close links between case management and our work with Child Protection Committees and in CFS Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred Coordinate with other agencies offering case management services to children on referral and transfer of cases Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families. Key Area 3: Data management and data protection principles Ensure that Case Workers respect confidentiality and follow ethical guidelines Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Case Workers adhere to SCI’s Information Sharing and Data Protection Protocol Support the implementation of the Inter-Agency Child Protection Information Management System Ensure the case management tracker is kept up to date Ensure accurate case files are completed and that case management forms are utilised appropriately Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements. Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor. QUALIFICATIONS AND EXPERIENCE: ESSENTIAL Working Experience: At least 3 years’ experience within a development organization and at least 3 year experience in the field of child protection/case management services. Most relevant areas experience to this position include: Child protection, case management and child rights Experience working with vulnerable and at-risk groups Experience in managing field staff Experience in providing/ facilitating training, meeting Has good working knowledge on using MS Office, and internet Academic: Bachelor’s degree in social work, social anthropology, or another relevant discipline. Job related knowledge: Knowledge on child protection and emergency response. Skills: Planning and organising, analytical thinking, problem solving and decision making.
