Description Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. DEFINITION To lead, oversee, review and participate in the work of a crew responsible for providing a variety of semi-skilled tasks related to maintenance of the city cemeteries; and to perform a variety of tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Superintendent of Parks or Parks Foreman. Exercises immediate supervision over maintenance staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS-Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: To lead, oversee, review and participate in the work of a crew responsible for providing a variety of semi-skilled tasks related to maintenance of the city cemeteries; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures. Participate in grounds maintenance activities including mowing, irrigation and turf care; spray chemicals including insecticides, herbicides and related chemicals; follow proper safety precautions. Participation in tilling, rolling and fertilizing soil; construct new planting areas; remove stumps and dead plant materials as necessary. Oversee the maintenance of irrigation systems; repair plumbing as necessary. Coordinate the cemeteries activities and services with funeral homes and other outside organizations; locate or select grave sites according to needs; supervise funeral preparation; arrange and verify burial details with the representative of the deceased. Participate in the selection, training, motivation and evaluation of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend discipline procedures. Recommend funds needed for equipment, materials and supplies; recommend purchasing required equipment and work materials. Plan, assign and participate in the maintenance program for cemetery grounds, equipment and vehicles; monitor and participate in the opening and closing of graves. Maintain and update a variety of financial records; maintain lot inventory and burial records; record and update monument locations; ensure policies and procedures comply with federal, state and local laws, regulations and codes. Marginal Functions: Perform related duties and responsibilities as required. Requirements Knowledge of: Operations, services and activities of a cemetery program. Cemetery and funeral business practices and traditions. Occupational hazards and applicable safety precautions. Operations, services and activities of the city. Operational characteristics of equipment and tools used in the area of work assigned. Principles of technical and functional supervision, training and performance evaluation. Pertinent Federal, State. and local laws, codes and safety regulations. Relevant power equipment and maintenance procedures, to include mowing equipment, backhoe, and specialized equipment for burials including lowering devices, etc. Modern office procedures, methods and computer equipment. English usage, spelling, grammar and punctuation. Principles and procedures or record keeping. Ability to: Recommend and implement goals, objectives and practices for providing effective and efficient cemetery services. Prepare clear and concise administrative and financial reports. Supervise, train and evaluate assigned staff. Plan and organize maintenance schedules. Respond to inquiries and complaints from the public in a tactful manner. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work including the general public. Interpret and apply Federal, State and local policies, laws, and regulations. Follow all safety rules and regulations of the Public Services Department. Ability to: Interpret, explain, and enforce departmental polices and procedures. Work independently in the absence of supervision. Understand and follow oral and written instructions. Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: - walking, standing or sitting for extending periods of time - lifting and/or carrying moderate to heavy objects - performing heavy manual labor - travelling to various work locations - bending, stooping, kneeling, crawling for extended periods of time - conducting inspections. Maintain effective audio-visual discrimination and perception needed for: - making observations - communicating with others - reading and writing - evaluating status of vehicles and equipment - operating assigned equipment and vehicles - answering questions - speaking in a clear and audible voice - supervising crew members - travelling to various work locations - monitoring assigned activities and operations. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of increasingly responsible experience in cemetery operation. Training: Equivalent to the completion of the twelfth grade. License or certificate Possession of, or ability to obtain, an appropriate, valid Kansas Commercial Driver's License. WORKING CONDITIONS Environmental Conditions: Office/field environment; travel from site to site; irregular work hours; working alone; inclement weather conditions; noise, dust, and grease. Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, kneeling or walking for prolonged periods of time; climbing and stooping; moderate to heavy moving and lifting; the use of arms and legs; operating motorized equipment and vehicles; general manual dexterity.
