We are hiring a Central Registration Division Manager (Senior Public Service Administrator option 1) for our Central Registration Division located in Springfield, IL. This position is responsible for a high-profile division providing assistance to business taxpayers, their designees, professional accounting firms and local officials on business registration applications for licenses, and/or renewal of licenses for bingo and charitable games, and maintenance of a consolidated database for various taxes administered. This position oversees the operations of the 2 sections, the phone unit/account maintenance and the bingo unit/account maintenance as well as coordinating state-wide registration functions in the district offices. The ideal candidate has supervisory experience; the ability to manage a major agency division; has strong analytical and oral/written communication skills; experience working with Illinois Tax laws, forms and tax returns; and experience managing a call center. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill and mental development equivalent to four years of college, preferably with coursework in business administration or related field.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.

PREFERRED QUALIFICATIONS

  • Four (4) years of experience in a tax processing administration.
  • Three (3) years of experience overseeing the implementation of legislative changes affecting business registration applications and/or Charitable Games license renewals.
  • Three (3) years of experience working with current state and federal tax laws, rules and regulations in a professional position.
  • Two (2) years of experience working with computer systems and/or applications as related to the processing of tax information such as GenTax, MyTax Illinois, or similar tax processing software.
  • Five (5) years of experience supervising staff or working with staff utilization and employee motivation.
  • Three (3) years of experience managing a call center.
  • Two (2) years of experience developing and presenting training materials in writing, verbally and through software and video presentations.
  • Two (2) years of experience filing business registration applications and/or Charitable Games license renewals.
  • Two (2) years of experience writing procedures or manuals.
  • Advanced proficiency in Microsoft Excel or similar spreadsheet software.

CONDITIONS OF EMPLOYMENT

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. Responsibilities
  • Under administrative direction, serves as manager of the Central Registration Division to plan, direct, administer and review the activities of staff engaged in the various phases of taxpayer registration, processing of applications for licenses and/or renewal of licenses for bingo and charitable games, and maintenance of a consolidated database for various taxes administered by the Illinois Department of Revenue (IDOR).
  • Coordinates the operations of the Division, on a statewide basis, with other areas of IDOR and other State agencies.
  • Makes policy and procedural recommendations working closely with the information technology staff to ensure smooth coordination of all system aspects.
  • Reviews and evaluates Division operations on a regular basis.
  • As designated by the Director or the Program Administrator, serves on various state-wide boards, councils and committees as a technical expert on MyTax and GenTax registration issues and acts as lead on assigned projects.
  • Participates in staff meetings.
  • Serves as a full line supervisor.
  • Works closely with Section Managers, Bureau Manager and the Program Administrator in consolidating summaries and reports with supportive documentation and recommendations relative to actions prior to final submission to the Program Administrator.
