Job Description Manage resources to meet objectives and targets according to approved KPI´s, keeping in mind during the execution the client (internal/external) satisfaction Assist in strategic planning and implementation of actions as aligned with the Operations Department Annual Objectives Supervise the team in the facilitation of trade through timely issuance of reports with consistent certification decisions in accordance with contractual requirements and SGS Trade Facilitation Services (SGS-TFS) Business Rules Ensure that the team satisfactorily complies with Company performance standards and quality assurance procedures Ensure effective and efficient operational support as required by management Ensure that the team satisfactorily complies with Company Policies, Rules and Regulations Participates in meetings chaired by TFS Manager and/or Production Operations Manager and Quality Operations manager, as necessary. Participation includes but is not limited to reporting of production and quality goal status and present concerns or need for clarification on procedures and systems. Keeps updated on operations procedures and policy matters Assigns roles and responsibilities to each member of the team on duty Ensures an efficient use of resources provided to comply with performance indicators under the Technical Competence Team's responsibilities Plans and monitors the actual manpower of the team Manages task distribution within the team to ensure quality and timely delivery of services according to operational and/or contractual requirements Identifies the need for overtime work Conducts review and adjustment of the work process or output of the team members as needed Approves or disapproves leave applications Assesses and recommends the appropriate resource requirements to operations management and participates in the selection process, whenever necessary. Ensures that the team members comply with the quality assurance procedures and set performance standards in processing certificates As necessary, provides timely technical opinions on areas of his/her expertise on cases handled by the team and lead resolution of technical cases and high risk disputes. Reviews the PCA Position Paper from his/her area of responsibility. Facilitates and records team meetings with the agenda on updates on operations, user application systems, client contract requirements and an opportunity to provide refresher training sessions. Other agenda of the meeting must include areas of concerns of staff on procedural, policy and personnel matters Detects training needs among staff members ensuring that every Conformance Analyst (CA) and Data Processing Officer (DPO) are performing as expected in all tasks under his/her responsibility. Monitors team's quality and timely execution of technical CC activities (e.g. performing core PCA tasks, handling technical queries from the TFS network, resolution of technical cases including preparation of PCA position papers) Evaluates and records the performance appraisal of each of the team member on or before due date. Accordingly, the approved performance appraisals are discussed with the concerned team member Identifies specific areas of concerns that require resolution or areas requiring policy directions from the management ensuring proper channel of communication. These are potentially falling in areas of procedural /systems direction, policy issues, personnel issues, etc. Creates and maintains good working relationships with Contract Management Offices (CMO), other affiliates and the export trade Submits reports (e.g. daily, weekly, monthly) covering team performance against production and quality goals, concerns or need for clarification on procedures and systems Reports to management any breach of integrity, solicitation for, or offer of, an improper payment or advantage coming their knowledge Perform other tasks to achieve operations efficiency, as maybe required by management such as: Conducts staff training and seminars on company operations updates, in coordination with operations management and human resources department (HRD) Lead or participate in special projects or task force, etc. Assists in the maintenance of the Company Quality Management System and the Certification Center’s compliance to the TIC-CBCA Code of Practice and relevant standards (e.g. ISO 17020, ISO 17065) Qualifications University degree Preferably, with experience in supervising people Competent knowledge in various aspects of trade, export / import procedures and technical regulations. Complete understanding and expertise in product certification or conformity assessment process, essential product specifications, and applicable standards Minimum 3 years experience in the industry or in any of the following fields: Technical regulations (WTO-TBT rules), Standardization, Quality Assurance, Laboratory Testing, Inspection, Conformity Assessment (certification/accreditation) and/or Management System Auditing (QMS, EMS, etc.) Additional Information Decisive, Passionate and Results Oriented Familiar with management statistical evaluation Good communication and project management skills Training and Coaching Skills Fluent in English and any other languages are an advantage Applies judgment and acts according to the SGS standards of ethics and integrity
