I. JOB SUMMARY

Family Service & Children’s Aid Society employs the full-time position of Certified Recovery Specialist to provide supportive services to enhance consumers’ recovery, to include but not limited to coordination of care, casework activities and aftercare. The Certified Recovery Specialist would work with Children and Youth Services and help engage families to explore substance use treatment options as well as helping identify natural supports.
Duties associated with this position include but are not limited to services within the following areas: outreach, intervention, coordination of care, casework activities, discussion groups, aftercare, follow-up and education. Employees in this position are primarily responsible for not only working with CYS but with any other type of in home services such as New Beginnings, Early Head Start, Children Development Center and the Birthing Center.
This Certified Recovery Specialist position is based out of the Family Service & Children’s Aid Society’s Carone Center Office located at 29 Pearl Avenue, Oil City, Pa. This position will assist consumers in gaining access to needed resources in the community, assist them in overcoming barriers and help them bridge gaps between their needs and available resources. Such services will be made available to consumers at all states of the recovery process, including to those not yet engaged in treatment or other services. These services will enhance the service continuum by offering ongoing support and assistance promoting and encouraging long-term recovery. The Specialist will work closely with program consumers before, during and after their treatment experiences to support and assist them in their recovery and their understanding and navigation of the system of care, as well as to encourage and guide any necessary referrals to other service systems.
The work schedule is primarily 8:30am to 5:00pm but may include evening and occasional weekend hours based on program needs. This position reports directly to the Drug and Alcohol Program Director with formal supervision being held a minimum of once per week for the first six months of employment in this position, and on a regular basis thereafter; informal supervision is available as necessary. This position also indirectly reports to the Executive Director of Family Service & Children’s Aid Society. The employee is expected to comply with all program, Agency, county, and state requirements.

II. ACCOUNTABILITIES REGARDING WORK PERFORMED

  1. Direct Services
    A. Facilitates access to various community resources to ensure basic needs are met.
    B. Offers referrals to treatment services when necessary.
    C. Offers guidance on the recovery experience, to include stage appropriate recovery education.
    D. Consistently supports and guides consumers before, during and after any and all treatment episodes.
    E. Offers peer-to-peer support and advocacy related to obstacles that are often encountered during the early stages of recovery.
    F. Assists in the development of individual recovery plans for consumers. Goals are realistic, measurable and mutually acceptable. Action steps are observable and time limited.
    G. Assists and coaches consumers in acquiring self-care skills such as budgeting, shopping, cooking, housekeeping, interview skills, etc. through role play and /or direct assistance.
    H. Monitors consumers’ recovery stability.
    I. Monitors degree to which current service plans meet consumers’ recovery needs.
    J. Introduces and engages consumers in the recovery community.
    K. Accompanies consumers to community support programs and meetings.
    L. Encourages and offers accompaniment to alcohol and drug-free social and recreational activities.
    M. Provides assistance to include coordination of activities related to the acquisition of necessary support services including the identification and location of community resources, referral to community resources or support services specified in the service plan, and assistance to access the resources or supports within the community.
    N. Transports consumers to treatment or other recovery support appointments/activities.
    O. Assists case management staff with outreach activities to engage new consumers in the recovery process.
    P. Performs follow-up activities appropriate for consumers’ aftercare plans until consumers’ recovery has stabilized.
    Q. Performs follow-up activities to monitor recovery stability of consumers who have completed the program.
    R. Serves as a liaison to program consumers for re-admission recovery concerns.
    S. Provides ongoing support to consumers who have completed the program as needed.
  2. Record Keeping
    A. Completes service plans and service documentation activities per program criteria and standards for accountability for direct services
    B. Maintains accurate statistical and service information to have an up-to-date profile of services rendered and to be in compliance with contract specifications.
    C. Recommends discharge, using discretion and judgment, and follow-up plans.
    D. Prepares written reports for local, state, and federal agencies, and maintains consumers’ records.
    E. Utilizes computer daily to input consumer specific information.

    A. Attends staffing and trainings as required. Attends training sessions, conferences, and meetings as identified in individualized training plan in order to keep abreast of current information, regulations, and general knowledge to enhance professional growth.
    B. Attends 54 hours of mandatory drug and alcohol training to specifically achieve Certified Recovery Specialist distinction as mandated by state guidelines.
    C. Develops and implements liaison among local agencies to promote the development of support and relief services for Drug and Alcohol consumers.
    D. Seeks out information and skills as needed to offer consumers the highest quality of service.
    E. Performs other duties deemed appropriate by supervisory and/or executive staff to enhance the operation of a particular program or of the Agency as a whole.

III. HIPAA MINIMUM NECESSARY STANDARD

The minimum necessary standard, a key protection of the HIPAA Privacy Rule, is derived from confidentiality codes and practices in common use today. The minimum necessary standard requires the Agency to evaluate our practices and enhance safeguards as needed to limit unnecessary or inappropriate access to and disclosure of protected health information.
This position may only access the minimum information that is necessary to perform all job accountabilities included in this job description.
1. Permitted Access
A. Access to consumer files for Certified Recovery Specialist Drug and Alcohol Program.
2. Justification/Purpose
A. To carryout the treatment, payment, and operations of the Certified Recovery Specialist Drug and Alcohol Program including, compiling consumer files to ensure a complete record of service activities, and maintaining accurate consumer files in order to comply with program standards.

IV. REQUIREMENTS

  1. Valid driver’s license with own transportation to use on the job when necessary, and proof of own vehicle insurance.
  2. Act 151, 73, and 34 clearances.
  3. Ability and willingness to respect and practice confidentiality.
  4. Flexibility to work irregular hours.
  5. Willingness to attend out-of-town conferences, training workshops, and meetings as necessary.

VI. MINIMUM EXPERIENCE AND TRAINING

1.
High School diploma or equivalent.
College degree in substance abuse area preferred.
Consumers in recovery preferred.
Complete PA Certification Board’s training and examination and attain Recovery Specialist certification within the required 12-month time frame.

Must have maintained (within last three years) at least 12 months of successful part-time or full-time employment or post-secondary education..
