Certified Payroll Administrator
Join our Human Resources Team as a Certified Payroll Administrator, where you’ll ensure compliance with prevailing wage laws and certified payroll reporting for public works and government-funded projects.
Your expertise in Davis-Bacon Act requirements, union and non-union payroll processes, and Department of Labor (DOL) regulations will be crucial.

Key Responsibilities:

  • Prepare, review, and submit certified payroll reports timely and in compliance with federal, state, and local requirements (e.g., Davis-Bacon, DIR, WH-347).
  • Maintain detailed and accurate employee payroll records, including timecards, fringe benefits, wage determinations, and deductions.
  • Ensure accurate application of prevailing wage rates, fringe benefits, and proper job classifications for each project and worker.
  • Collaborate with project managers, HR, and accounting teams to verify hours worked and job classifications.
  • Respond to audits and requests from regulatory agencies (i.e., DOL) with detailed and accurate appropriate documentation.
  • Stay current on labor laws, wage determinations, and industry standards related to certified payroll.
  • Manage electronic payroll submissions through systems such as eMars, LCPtracker, Elation, and/or other applicable platforms.
  • Coordinate with project managers, HR, and field supervisors to verify labor hours and job codes.
  • Train internal staff on certified payroll processes and compliance best practices.
  • Resolve payroll discrepancies or employee concerns related to certified wage compliance.
  • Assist with payroll processing as needed.
  • Demonstrate flexibility and commitment by performing other duties as assigned.

Qualifications:

  • Bachelor’s degree in Human Resources or Business, and/or equivalent experience in lieu of education.
  • Minimum 5 years of progressive payroll experience.
  • Minimum 3 years of experience focused on certified payroll and/or prevailing wage rates.
  • Experience in the construction industry or government contracting environment.
  • Proven experience as a Payroll Administrator, in a union environment, including union payroll processing with certified payroll experience in construction or public works projects.
  • Strong knowledge of prevailing wage laws and certified payroll regulations (e.g., Davis-Bacon Act, California DIR, etc.).
  • Proficiency in payroll software and systems (i.e., Paycor, ADP, Rippling), and electronic certified payroll systems like LCPtracker, Elation, or eMars

Skills:

  • Technical and analytical capacity.
  • Ethical conduct.
  • Excellent organizational and communication skills.
  • Highly proficient in Microsoft Word, Excel, and PowerPoint.
  • Experience with HRIS platforms.

Preferred Certification:

  • Certified Payroll Professional (CPP).

Work Environment:

  • Climate-controlled office and occasional field/construction environments.
  • Standard office equipment usage.
  • Moderate noise level; hearing protection required in certain areas.
