Contexto Organizacional y Alcance | Organizational Context and Scope Bajo la supervisión general de la Coordinadora de Programas en Guatemala y la supervisión directa del Oficial Nacional de Protección, y en estrecha coordinación con las unidades pertinentes en la Sede, la Oficina Regional y los Centros Administrativos, el/la Asistente Senior de Protección apoyará la implementación de los componentes de protección de un proyecto de respuesta de emergencia financiado a través de la Reserva de Asignación Rápida (Fast-Track Reserve Allocation) de OCHA. El proyecto tiene como objetivo fortalecer la provisión de asistencia humanitaria a personas retornadas guatemaltecas y nacionales de terceros países (TCNs) en ocho departamentos y 135 municipios con altas tasas de retorno. El proyecto incluye evaluaciones rápidas de necesidades utilizando la Matriz de Seguimiento de Desplazamiento (DTM) de la OIM, la provisión de asistencia en efectivo multipropósito y artículos de socorro esenciales, asistencia de emergencia para casos en situación de mayor vulnerabilidad, así como la rehabilitación de albergues para personas migrantes. En este marco, el/la Asistente Senior de Protección brindará apoyo técnico y operativo para asegurar que la implementación del proyecto incorpore de manera transversal principios de protección, prevención de la explotación y abuso sexual (PSEA) y mecanismos de rendición de cuentas hacia las poblaciones afectadas (Accountability to Affected Populations – AAP). La posición contribuirá particularmente al establecimiento y seguimiento de Mecanismos Colectivos de Retroalimentación (Collective Feedback Mechanisms – CFM), así como a la identificación, seguimiento y referencia de casos en situación de vulnerabilidad. Under the overall supervision of the Programme Coordinator in Guatemala and the direct supervision of the National Protection Officer, and in close coordination with the relevant units at Headquarters, the Regional Office, and Administrative Centers, the Senior Protection Assistant will support the implementation of the protection components of an emergency response project funded through OCHA’s Fast-Track Reserve Allocation. The project aims to strengthen the provision of humanitarian assistance to Guatemalan returnees and third-country nationals (TCNs) in eight departments and 135 municipalities with high return rates. The project includes rapid needs assessments using IOM’s Displacement Tracking Matrix (DTM), the provision of multipurpose cash assistance and essential relief items, emergency assistance for the most vulnerable cases, as well as the rehabilitation of shelters for migrants. Within this framework, the Senior Protection Assistant will provide technical and operational support to ensure that project implementation integrates protection principles, the prevention of sexual exploitation and abuse (PSEA), and accountability mechanisms to affected populations (AAP). The position will contribute particularly to the establishment and monitoring of Collective Feedback Mechanisms (CFM), as well as the identification, follow-up, and referral of cases involving vulnerable individuals.
