Role Overview The Change Analyst plays a critical dual role in ensuring the successful adoption and sustained use of digital systems within the House of Representatives. This role combines: On-the-ground adoption and support, and Rigorous analysis of outcomes, usage, and benefits The Change Analyst works closely with Congressmen, Committee Chairs, Committee Secretaries, and House Staff to support real-world use during sessions and hearings, while also capturing evidence-based insights to assess what is working, what is not, and why. This role is central to ensuring that digital transformation is practical, credible, and institutionally aligned. Key Responsibilities: Adoption & Field Engagement Build trusted working relationships with Congressmen, Committee Secretaries, and House staff. Conduct onboarding and guided walkthroughs prior to sessions and hearings. Provide calm, discreet, on-the-ground support during live sessions and committee hearings. Encourage confident use of the platform without pressure or enforcement. Observe real-world usage patterns and adoption behavior across committees and offices. Change Analysis & Benefits Realization Track adoption, usage, and confidence indicators across supported activities. Collect qualitative and quantitative feedback from Members and staff. Distinguish between adoption, training, process, product, and infrastructure issues. Translate field observations into clear, evidence-based insights Data, Reporting & Insight Generation Compile and analyze system-generated usage data and field observations. Prepare concise, leadership-ready summaries on adoption progress and outcomes. Surface trends, risks, and improvement opportunities grounded in evidence. Work closely with the product and rollout teams to inform prioritization and refinements Required Qualifications Bachelors degree or equivalent experience in public administration, political science, economics, business, management, industrial engineering, or related fields. Strong ability to engage with senior stakeholders in formal institutional settings. Analytical mindset with the ability to translate observations into insights. Strong communication and documentation skills. High degree of professionalism, discretion, and composure under pressure. Willingness to be onsite frequently, including during sessions or hearings. Preferred Qualifications (Nice to Have) Prior experience working in the House of Representatives or similar legislative institution. Familiarity with government workflows or public sector operations. Comfort working at the intersection of operations, policy, and technology.
