This position will work in a change analyst role for the MOVERS project and is responsible for capturing and managing the analysis of impacts to the State of Missouri as a result of implementing a new technology solution to provide tools for budgeting, finance, procurement, grants and project management, learning management, human capital management, and manufacturing management. The goal of capturing impacts to agency business processes, costs, staffing, etc. is to inform communication, stakeholder engagement, training development and to support the State’s adoption of new tools. A change analyst will attend, support and document change impacts for various project meetings including design sessions, prototype sessions, agency business process discussions, etc. This person will support discussion of new solutions with a positive and customer-service oriented approach, by asking questions and providing input that helps agencies understand how they can be successful with implementation of the new solution.
Change analysts also work together to manage the project mailbox (answering questions, raising issues, coordinating responses with other team members and tracking submittal of agency responses to project requests) along with input from other project team members (including functional, communications, stakeholder engagement, and training).
Change analysts support other project activities, as needed, gain business knowledge in order to support discussions and planning, identify risks, needed actions, issues, needed decisions, and cross-team impacts.

We are seeking a team member who is able to:

  • Apply critical thinking and strategic planning skills related to the large-scale implementation of the statewide modernization of business processes and tools (MOVERS).
  • Coordinate tasks with multiple agency contacts and contractors.
  • Stay in tune with end-user and cross-team perspectives to inform project discussions.
  • Provide a positive approach to informing agencies and gaining agency buy-in.
  • Learn and use project processes and a new large-scale accounting and human capital management technology.
  • Communicate effectively in written and verbal forms, at an exceptional professional level, facilitating sometimes tense conversations with diverse groups of stakeholders.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree OR equivalent experience with professional business communication development for large audiences, analysis, and customer support. (for example, but not limited to, professional certifications or additional relevant experience).
  • 3-5 years of relevant experience and/or appropriate certification.
  • Willingness and ability to prioritize and own goals to meet deadlines, working independently with little supervision. Self-starter.
  • Ability to thrive in a fast-paced environment and manage uncertainty and change.
  • Excellent interpersonal, communication (written and verbal), and customer service skills.
  • Proficiency with Microsoft Office Suite Products and basic data analysis.

PREFERRED QUALIFICATIONS:

  • Ability to influence positive collaboration across multiple teams with vast and varying priorities and challenges to coordinate outcomes.
  • Ability to understand and consider multiple conflicting priorities and develop a strategic plan.
  • Ability to think critically about outcomes, cross-team efforts and statewide impacts.
  • Ability to learn and understand processes quickly.
  • Knowledge of, or experience with, SAMII Financial or HR Systems’ on-line, data warehouse, Document Direct reports, or MissouriBUYS is beneficial but not required.
