About the Opportunity Eagle Hill is proactively recruiting experienced Change Management Consultants for roles supporting the change management component of a large technology modernization program in the federal sector. We anticipate that these new hires would start in the Mid-March 2026 timeframe; however, we are initiating recruitment now to ensure talent is identified and confirmed ahead of the upcoming project phase. Candidates should understand that, if hired, there would be a period of time between offer acceptance and project start, as deployment timelines can vary based on project sequencing and readiness. Additionally, the current hiring effort is intended for staffing needs supporting client sites across Minnesota, North Dakota, and South Dakota. If hired, consultants must be able and willing to travel Monday through Friday when project activities require on-site engagement; however, travel cadence will vary throughout the engagement in response to project milestones and operational demand. Job Requirements Qualifications Bachelor’s degree Ability for travel, Monday–Friday, to work at client locations throughout the United States, as required by the project Minimum of 5 years of professional experience, including change management, stakeholder engagement, communications, and management Familiarity with formal change management frameworks such as Prosci Demonstrated ability to implement change management strategies in client delivery environments; qualifying experience may span management consulting, professional services, or other comparable roles Experience conducting change management assessments, including stakeholder analysis, readiness assessments, communication planning, training design, and metrics tracking Strong problem-solving skills, with the ability to analyze issues and develop tailored, actionable solutions Proven ability to build rapport quickly and establish trust, credibility, and strong working relationships with a diverse range of client and program stakeholders, demonstrating empathy and effective collaboration Proficiency with Microsoft Office Suite (Outlook, Excel, PowerPoint) Technical aptitude; able to quickly learn and support new technology platforms Ability to successfully complete and retain any company, federal, or other background investigations required to perform client work, including but are not limited to drug testing and routine vaccinations Ability to successfully complete and maintain a federal background investigation (Tier 3 Public Trust) Demonstrated comfort navigating complex stakeholder landscapes, including differing priorities, levels of resistance, or competing operational constraints Role-Specific Consulting Competencies Consulting Judgment & Presence Ability to maintain composure, sound judgment, and steady performance in dynamic, high-pressure, or emotionally charged environments Strong executive presence with the ability to communicate, facilitate, and present effectively across all levels of an organization Effectiveness Under Ambiguity Proven capability to move work forward despite ambiguity or incomplete information, using sound judgment and real-time problem-solving rather than waiting for perfect clarity Independent Work Style & Ownership Demonstrated ability to operate independently with sound judgment; proactively seeks information, applies critical thinking to navigate obstacles, knows when to escalate, and takes ownership of identifying the path forward Desired Skills & Additional Qualifications Experience supporting or leading complex, large-scale technology, or system implementations, ideally within federal health, healthcare IT, or similarly regulated environments Experience within hospital operations, clinical settings, or other patient-facing environment Demonstrated ability to translate qualitative and quantitative insights into practical change strategies and tailored engagement approaches Experience working within large, matrixed programs or multi-vendor environments, coordinating across teams with differing priorities, constraints, or delivery models Prosci or CCMP certification Compensation A reasonable expectation for a starting salary range is: $82 – 95K. This range is reflective of the DMV (District of Columbia/Maryland/Northern Virginia) job market and will vary based on applicant's residence. When extending offers we consider level of experience and location.
