We are seeking a proactive and experienced Change Management Lead to join our team in support of a project with the Department of Health and Human Services (HHS). You will be responsible for developing and executing a comprehensive change management strategy to ensure the successful adoption of new technologies and processes.
Ability to obtain a Public Trust Clearance
Must be able to commute into the office located in Rockville, MD 5 days a week.
You’ll act as the bridge between project teams and stakeholders, ensuring everyone is prepared for and engaged with the changes. The ideal candidate is a certified change management professional with a strong understanding of IT environments and a deep knowledge of HIPAA.

QUALIFICATIONS

  • Certification: Hold a recognized change management certification (e.g., Prosci, CCMP).
  • Experience: Proven experience leading change management efforts, preferably within a federal government or large enterprise IT environment.
  • HIPAA Expertise: A thorough understanding of the Health Insurance Portability and Accountability Act (HIPAA), including the Privacy, Security, and Breach Notification Rules, and how these regulations apply to IT systems and change management processes.
  • Technical Acumen: Strong understanding of IT environments and software development life cycles.
  • Communication Skills: Exceptional communication, presentation, and interpersonal skills with the ability to influence and collaborate with diverse teams.
  • Adaptability: Ability to thrive in a dynamic, fast-paced environment.

Responsibilities
  • Lead Change Management Strategy: Develop and implement a robust change management strategy and plan, with a strong focus on regulatory compliance.
  • Manages adoption strategy and communications.
  • Stakeholder Engagement: Collaborate with a wide range of stakeholders, including the Program Manager, AI/ML Specialists, Business Analysts, Cybersecurity Specialists, Software/Data Engineers, and QA/Test Engineers to ensure a smooth transition.
  • Communication & Training: Develop and deliver communication and training plans. This includes creating role-based training curriculums and train-the-trainer programs that specifically address the impact of changes on HIPAA-protected data and workflows.
  • Adoption & Feedback: Conduct change impact analysis and develop adoption playbooks, with a meticulous focus on how new processes and technologies affect the handling of Protected Health Information (PHI). You will lead adoption workshops and establish feedback loops to monitor progress and compliance.
  • Documentation & Readiness: Create documentation packages and ensure helpdesk readiness, including providing resources for handling user inquiries related to data privacy and security.
  • Reporting: Prepare and deliver executive briefings and user engagement sessions, communicating the project’s adherence to all relevant security and privacy standards.
