We are seeking a highly skilled Change Management Specialist / Strategic Planner to support organizational transformation and strategic planning efforts within an office of our client, The Department of Veterans Affairs. This role involves managing change initiatives, implementing transition strategies, and providing expert guidance on strategic direction. The specialist will work closely with stakeholders to enhance organizational efficiency, performance measurement, and compliance with government regulations.

REQUIREMENTS:

  • Bachelor’s degree in Business Development, Industrial-Organizational Psychology, or related field.
  • Minimum of 4 years of experience in change management, strategic planning, or organizational transformation.
  • Strong expertise in transition management, performance measurement, and risk assessment.
  • Ability to develop and implement strategic plans and program evaluations.

ADDITIONAL QUALIFICATIONS:

  • Experience in VA or federal government environments.
  • Knowledge of GPRAMA compliance and government performance reporting.
  • Proven ability to drive change, manage resistance, and optimize organizational outcomes.
Responsibilities
  • Develop and execute transition management plans for major initiatives.
  • Lead change management assessments and develop change management strategies.
  • Identify and manage anticipated resistance, ensuring smooth adoption of new processes.
  • Create actionable deliverables, including communication plans, roadmaps, coaching plans, training programs, and resistance management strategies.
  • Support and engage senior leadership in transformation efforts.
  • Lead the creation of communication artifacts – SOPs, Checklists, etc.
  • Evaluate, recommend, design, and develop solutions for providing information to VA and VA stakeholders through SharePoint and/or Microsoft Teams site development and management.
  • Develop requirements and management support services for stakeholders to include facilitation, elicitation, and analysis of business requirements from key stakeholders.
  • Integrate change management activities into project plans to ensure organizational readiness.
  • Track and report issues, stakeholder engagement, and success metrics to monitor progress.
  • Provide content and process expertise to establish and implement strategic direction.
  • Support the development of strategic goals, objectives, and performance measures.
  • Implement Government Performance and Results Act Modernization Act (GPRAMA) requirements.
  • Assist in budgeting, programming, and evaluation to optimize organizational impact.
  • Develop and execute implementation plans and support the process of implementing and sustaining improvements.
