Position Summary
Works under the administrative direction of the Elected Official to oversee and direct all activities under the jurisdiction of the Elected Official.
Pay Grade: 61
Salary Commensurate with Experience and Education
Minimum Qualifications
1. Seven (7) years’ experience in an administrative/management capacity; of which at least two (2) years must have been at an executive management level; AND
2. Bachelor’s degree from an accredited college or university in business administration, social science, psychology, education or other closely related fields.
3. Master’s degree in business administration, social science, psychology, education or other closely related fields is preferred.
4. An equivalent combination of related education and/or experience.

5. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities
1. Provides organizational leadership to align court operations, services, and partnerships with the Court’s mission, vision, and values, ensuring a child- and family-centered approach.
2. Leads strategic planning initiatives focused on improving outcomes for children, youth, and families, including cross-agency collaboration, data-informed decision making, and evidence-based practices.
3. Responsible for the development and administration of an annual budget and presentation of the budget to the Shelby County Board of Commissioners; oversees the effective fiscal and program management of federal and state contracts and grants as well as purchasing and procurement activities and other financial matters of the Court.
4. Builds and sustains partnerships with public and private agencies, community-based organizations, schools, and advocacy groups to strengthen coordinated service delivery for children and families.
5. Ensures compliance with federal, state, and local regulations while fostering innovation in service design and delivery.
6. Provides leadership in the development, implementation, and evaluation of policies and programs that promote equity, accessibility, and positive outcomes for children and families involved in the justice system.
7. Champions continuous improvement by setting measurable performance indicators, monitoring outcomes, and leveraging data to inform policy and practice.
8. Responsible for hiring, disciplining, and terminating employees; cultivates a high-performance organizational culture through coaching, mentoring, and staff development initiatives.
9. Represents the Elected Official routinely in meetings with agencies, departments, commissions, and other elected officials; serves as a spokesperson for Court priorities related to child and family well-being.
10. Facilitates strategic alignment between internal departments and external stakeholders to ensure coordinated, trauma-informed, and family-centered services.
11. Performs related duties as assigned or directed.
