The goals of the Certified Community Behavioral Health Clinics program in MN are to 1) increase access to community-based mental health and substance use disorder services (particularly to under-served communities), 2) advance integration of behavioral health with physical health care, and 3) improve utilization of evidence-based practices on a more consistent basis. Position Summary: The Chief Administrative Officer oversees all operational and administrative functions of the agency, ensuring that programs, facilities, staff, and resources are managed efficiently. The COO works closely with the CEO and clinical leadership to integrate operations with clinical service delivery, supporting high-quality, accessible behavioral health care. Duties/Responsibilities: Oversee daily operations, of all assigned departments, programs, and functions as assigned. Develop and implement operational policies, procedures, and workflow improvements. Coordinate staffing and scheduling for non-clinical and clinical support functions. Ensure program resources and facilities are aligned with service delivery needs Collaborate with Clinical Leadership to support clinical programs operationally, including client access, staffing, logistics, and program integration. Monitor program metrics, client flow, and operational performance to support quality care. Participate in budgeting, forecasting, and resource allocation for clinical and operational programs. Ensure operational alignment of financial resources with agency priorities. Ensure organizational policies, compliance and workforce efficiency across the organization. Oversee alignment of recruitment, retention and professional development across the organization. Supervise and/or support HR/People Operations and support recruitment, retention, and professional development. Develop and leverage community partnerships Participate in various cross-disciplinary, trade association, or other delegated meetings Partner with CEO and clinical leadership to implement strategic plans, program expansions, and service innovations. Ensure agency governance compliance Engage with and oversee administrative support to the Board of Directors Prepare and deliver presentations to the Board of Directors or other stakeholders as delegated and assigned Support agency growth by integrating clinical and operational systems, improving efficiency, and enhancing client experience. Ensure contingency and succession planning for assigned departments Lead operational planning for new initiatives (e.g., Mobile Crisis expansion, integrated care programs). All other duties assigned by the CEO. Education and Experience: Bachelor’s degree in business management related field, or equivalent experience. Minimum 7–10 years of progressive leadership experience in operations, administration, or business management within a healthcare or human services organization. Proven experience supervising finance, HR, facilities, IT, and/or access functions in a complex or multi-site agency. Experience in nonprofit or behavioral health settings strongly preferred. Demonstrated success in cross-functional leadership and working collaboratively with clinical, administrative, and executive teams. Familiarity with state and federal regulations, grants management, and compliance in mental health or social services. Knowledge & Skills Strong understanding of organizational systems, workflow design, and data-informed decision-making. Ability to translate strategic goals into operational processes and measurable outcomes. Financial literacy, including budgeting, cost allocation, and financial performance monitoring. Skilled in project management, process improvement, and performance accountability systems. Excellent interpersonal, written, and verbal communication skills. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to apply principles of therapeutic change to needs of individual clients. Certificates, Licenses, Registrations Valid Class "D" Driver’s License. Proof of current vehicle insurance. Physical Requirements: Prolonged periods sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times. Adequate level of vision to use computer terminal. Sufficient hearing to accurately record information received verbally. Must be 18 years of age.
