Description
The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment. Reporting to General Manager, Planning and Design in procuring and managing notional design for Public Private Partnership (“PPP”) Projects across the West Kowloon Cultural District (“WKCDA” or “the District”) and ensuring design quality and timely deliverables, project cost, time and quality is proactively and professionally managed as so required by the Authority. Key Accountabilities: Maintaining quality design across all notional design and studies of PPP Projects and/or projects undertaken by the Authority as assigned; Overseeing all aspects of the planning and design management process from strategy formulation, development, programming and time management as well as consultancy procurement; Managing and overseeing the multi-disciplinary functional, aesthetic and technical design and the performance of Design Consultants for notional design of PPP Projects in achieving the cost, quality, and time aspects of assigned studies and projects; Working closely with General Manager, Planning and Design (“GMP&D”) and leading Design Managers in providing design support / coordination / review for PPP Projects as assigned; Leading Design Managers in reviewing design submission(s) / variation(s) / claim(s) submitted by Planning and Design Consultant(s), Contractors and/or PPP Project Developer(s); Ensuring Design Managers in the design team work effectively and efficiently in managing all Design Consultants employed by the Authority and/or PPP Project Developer(s) working within the District; Working closely with the District’s Authorized Person and Planning Managers of the Authority to review and resolve various land, development potential / constraints as well as related planning aspects respectively; Working closely with 1) GMP&D, 2) Project Management, 3) Engineering as well as 4) Project Procurement and Control Departments in Projects Division in their specific duties and expertise and in jointly ensuring that design development and project programme and costs are managed and maintained as directed; Supporting the Project Procurement and Control Department to present key design cost and time issues to CPO and the Authority’s Change Control Committee and proactively identifying to CPO with alternative design or value management measures when the aspirations of stakeholders are likely to exceed the available budget; Preparing papers and presentation materials, and presenting key project details, such as progress and key aspects of the design to the Authority’s various oversight committees; Overseeing the preparation of design reports / feasibility studies / status / weekly / monthly reports and the like for regular design progress review purposes; and performing any other duties from time to time as the Authority may reasonably direct. The Ideal Candidate Should possess: - a recognised university degree in Architecture, Urban Design, Engineering or related design discipline; a professional membership of a relevant / recognised professional institution(s); have at least 15 years of post-qualification experience, including the management of major building projects, of which 8 years should be at a managerial level; have in-depth knowledge of building contracts as well as Hong Kong statutory and planning / building related legislations; familiar with statutory planning processes, land matters, Deed of Mutual Covenant, First Hand Sales Ordinances and other related statutory requirements; familiar with the entire real estate development processes; familiar with local construction practice; familiar with Building Information Modelling (“BIM”) and their application to design and construction projects; have extensive experience, technical expertise, and knowledge in managing the time, cost, and quality issues throughout the design process; be able to develop methodologies that promote cooperative and collaborative synergies with Planning and Design Consultants, Contractors, and other stakeholders both internal and external involved in the design, documentation, and implementation of BIM, and in the construction of the projects; have a thorough understanding of and skill in design, design management and be technically competent in multi-disciplinary design integration; and be proficient in both written and spoken Chinese and business English. Critical Success Factors leadership skills in managing multi-disciplinary design professionals, project stakeholders and statutory authorities; skilled in planning, organising, strategic thinking, reporting, creative problem solving, decision making, team leadership, taking ownership and an attention to detail with strong business acumen and client’s perspective; effectiveness in dealing with claim-conscious Planning and Design Consultants, PPP Project Developers, Contractors, Government Departments and Utilities Organizations; and cooperative and collaborative communication skills with the ability to communicate at all levels.
