CITY OF EVANS EMPLOYMENT ANNOUNCEMENT Job Title: Chief Building Official Department: Economic Development FLSA Status: Exempt Division: Building Reports To: Economic Development Director Classification: Full-time Regular Requisition: 1696 Salary Range: $107,900.00-$151,060.00/year Opening Date: Monday, June 15, 2026 Closing Date: Open Until Filled NATURE OF WORK: The Chief Building Official is under general direction and manages the day-to-day administration of the Building Division within Economic Development Department; provides management and oversight to all building-related processes within the Department, performs permit processing, plan reviews, inspections, code development/adoption, code interpretations, and issuance of certificates of occupancy; collaborates with other city departments and external customers; and provides highly responsible and complex administrative support to the Economic Development Director. ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES * Manages and organizes resources, people, and workflow in a safe learning environment through open communication, budget management, professional development, and continuous improvement while demonstrating flexibility and resilience to meet objectives. * Functions as an advisor for department using independent judgment and decision making to provide the necessary guidance to achieve operational and long-range results. * Employee possesses the knowledge, skills, and abilities to perform all the essential duties of the job safely and satisfactorily, including, but not limited to municipal governance, teamwork, problem-solving, relationship-building, customer service, detail oriented, technology/equipment proficiency, policy adherence, time management, result-orientation, research and analyzing data, decision-making, self-motivation, stewardship, integrity, and upholding our EDGE core values. * Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails. * To support consistent high-quality service for our community and each other, it is the expectation of all employees to be punctual and have good attendance and to communicate effectively for scheduling conflicts or when taking leave according to city policy. * Manage the review process relating to a variety of residential and commercial permits and plans for compliance with adopted building codes and standards. * Perform residential and commercial plan reviews. * Conduct field inspections of residential and commercial projects. * Participate in the land development process as needed. * Advise, consult, and provide information to the Economic Development Director regarding the compliance and enforcement of building codes and property maintenance codes. * Compile statistical information; create reports; and enter database information. * Consult with internal and external stakeholders on building code related issues; recommend code amendments; and offers solutions to technical problems and code enforcement actions. * Present code adoption and amendments to City Council. * Make final decisions on code interpretations. * Provide assistance to various City advisory boards and commissions. * Interpret and explain building codes and regulations. * Provide advice in the development of short- and long-term plans; gathers, interprets, and prepares data for studies, reports, and recommendations. * Conduct inspections of buildings and structures that may be structurally compromised, proceeds through enforcement actions through the building safety code violation process by issuing written or posted notices to vacate premises, as necessary; proceeds with monitoring case for compliance. * Respond to building code violation complaints, conduct inspections, as necessary, proceeds through code violation process enforcement actions, and monitors compliance cases; issues written citations for failure to comply; and assists in the prosecution of building code violators. * Recommend and implement changes to policies and codes. * Expert knowledge of the theory, principles, practices and methods of building construction disciplines, codes and standards. * Ability to perform residential and commercial plan reviews for adopted model codes. * Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals. * Ability to use digital plan review computer tools, programs and systems. * Strong negotiation skills. * Ability to strategize and consider and assess potential short-term and long-term impact of decisions. * Ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority. * Support and guide homeowners with residential projects during permit application. * As a member of the City of Evans team, employees are privileged to serve each other and the community; therefore, will be asked to perform additional duties as assigned. EDUCATION, EXPERIENCE, AND LICENSURE Required: * High School diploma or equivalent; equivalent combinations of education and experience may be considered. * Seven years of progressive experience as an advanced building inspector or plans examiner, or in a construction trade including two years of supervisory experience. * Valid Colorado Driver’s License or ability to obtain within six months of hire. * Possession of ICC certification as a Certified Building Official or ability to obtain within twelve months of hire. * Possession of ICC certifications as Commercial Building Inspector and Building Plans Examiner. Preferred: * Bilingual in English and Spanish. * Experience in public/municipal sector. * Bachelor’s degree in architecture, engineering, construction sciences or related field. * Possession of ICC certifications M2, E2, P2 Commercial Mechanical, Electrical and Plumbing Inspector. * Experience using Citizenserve permitting software. * Possess State of Colorado license as Journeyman or Master Electrician. PHYSICAL AND WORKING ENVIRONMENT *The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is required to sit for prolonged periods. The employee is regularly required to exercise mental visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 50 pounds on an occasional basis. The employee may need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee may need to work in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized.
