JOB SUMMARY:
The Chief Engineer directs the operational and financial performance of the design, construction, and implementation of capital projects, coordinates the service availability efforts with outside stakeholders, and guides the GIS and Asset Management Systems operations within the Clay County Utility Authority (CCUA). The Chief Engineer ensures decisions are made with sound engineering and technical analysis that comply with the regulatory agencies permitting requirements. This position also ensures CCUA’s technical standards, specifications, and details are developed, vetted, implemented, and maintained. In addition, the Chief Engineer ensures CCUA’s self-permitting regulatory operations remain in compliance with regulatory agencies.
The Chief Engineer also serves on the Senior Leadership Team and assist the Executive Director with strategic planning and stakeholder engagement. This position directs, manages, supervises, and coordinates the efforts of the Design, Service Availability, and GIS & Asset Management Departments.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s Degree in Environmental, Civil, or other related Engineering discipline from an ABET accredited college or university.
- Master’s Degree in Environmental, Civil, or other related engineering discipline, preferred.
- Minimum of ten years of experience with water, wastewater and reclaimed utility and plant engineering or related engineering experience.
- Valid driver’s license issued by the State of Florida and have a satisfactory driver’s record based on the criteria listed in the Clay County Utility Authority handbook.
- Florida Professional Engineering licensure.
KNOWLEDGE/SKILLS/ABILITIES:
- Job Specific KSA’s – Knowledge of CCUA’s water distribution, wastewater collection system, and reclaimed distribution system. Knowledge of contracting, risk management, regulatory, forecasting statistics, project management, engineering design, permitting and constructability.

- Systems and Software – Proficiency in Microsoft Word, Excel, and Outlook, Innovyze, AutoCAD, Civil 3D, and ArcGIS.

Pay: $139,000.00 - $209,100.00 per year
