JOB SUMMARY:

The Chief Engineer directs the operational and financial performance of the design, construction, and implementation of capital projects, coordinates the service availability efforts with outside stakeholders, and guides the GIS and Asset Management Systems operations within the Clay County Utility Authority (CCUA). The Chief Engineer ensures decisions are made with sound engineering and technical analysis that comply with the regulatory agencies permitting requirements. This position also ensures CCUA’s technical standards, specifications, and details are developed, vetted, implemented, and maintained. In addition, the Chief Engineer ensures CCUA’s self-permitting regulatory operations remain in compliance with regulatory agencies.
The Chief Engineer also serves on the Senior Leadership Team and assist the Executive Director with strategic planning and stakeholder engagement. This position directs, manages, supervises, and coordinates the efforts of the Design, Service Availability, and GIS & Asset Management Departments.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Environmental, Civil, or other related Engineering discipline from an ABET accredited college or university.
  • Master’s Degree in Environmental, Civil, or other related engineering discipline, preferred.
  • Minimum of ten years of experience with water, wastewater and reclaimed utility and plant engineering or related engineering experience.
  • Valid driver’s license issued by the State of Florida and have a satisfactory driver’s record based on the criteria listed in the Clay County Utility Authority handbook.
  • Florida Professional Engineering licensure.

KNOWLEDGE/SKILLS/ABILITIES:

  • Job Specific KSA’s – Knowledge of CCUA’s water distribution, wastewater collection system, and reclaimed distribution system. Knowledge of contracting, risk management, regulatory, forecasting statistics, project management, engineering design, permitting and constructability.
  • Leadership – Demonstrated success as a driven, hands-on leader. Expertise in selecting, training, developing, coaching, mentoring, and retaining a highly motivated workforce. Strong decision-making skills.

Responsibilities
  • Monitor work results, train, develop, and manage performance of staff. Fill approved and open positions when required.
  • Plan, manage and coordinate the planning, design, permitting, construction, and implementation of capital projects impacting the growth as well as renewal and rehabilitation efforts of CCUA’s utility systems
  • Engage, direct, manage, and support consultants and contractors involved in CCUA capital projects
  • Ensure CCUA’s planning, design, and construction administration efforts comply with regulatory requirements of the various jurisdictional agencies
  • Ensure CCUA’s technical standards, specifications, and details are developed, vetted, implemented, and maintained for effective and efficient design, construction, regulatory compliance, and long-term operation and maintenance
  • Plan and manage departmental budgets
  • Track, monitor, and report grant funding
  • Oversee, manage, coordinate as necessary the process for Development and Permit Reviews to ensure compliance with FDEP permitting regulations
  • Ensure the Service Availability Department provides current and relevant information to outside stakeholders in CCUA’s service availability process
  • Assist the Executive Director, Chief Operations Officer, and Chief Financial Officer with CCUA master planning and capital planning initiatives
  • Ensure operations, processes, and procedures within assigned departments are providing timely and relevant feedback to internal and external stakeholders.
  • Prepare updates and report on the progress and performance on the design, construction, and implementation of capital projects.
  • Prepare updates and report on the operational and financial performance of assigned department activities, procedures, and processes.
  • Perform other duties, as necessary for the success of utility operations, regulatory compliance, and protecting the health and safety of staff and the general public.
