The Chief Executive Officer is accountable for providing safe, high-quality, cost-effective healthcare for the residents of Whitman County Public Hospital District No. 3 and others as delegated by the Board of Commissioners.

QUALIFICATIONS

Required

  • Minimum of Master’s degree in Healthcare Administration, Business Administration, Public Administration, or a related discipline from an accredited university.
  • Fellow in the American College of Healthcare Executives or Certification as a Rural Hospital CEO from the National Rural Health Association.
  • Minimum of five (5) years of experience in healthcare senior leadership.
  • Minimum of ten (10) years of experience in healthcare operations.
  • Strong working knowledge of federal healthcare legislation, laws, regulations and guidelines.
  • Healthcare financial acumen.

Preferred

  • Critical Access leadership experience.
  • Knowledge of Public Hospital District operations, reimbursement structure, and legal requirements.
Responsibilities

Board Administration & Support

  • Ensures new commissioners are properly oriented.
  • Facilitates ongoing education through conferences and online education.
  • Participates actively in Board committees directly or through an assigned executive.
  • Timely addresses concerns brought forward by the Board.
  • Performs other duties the Board as assigned.

Medical Staff

  • Ensures Medical Staff processes are established, maintained, and followed.
  • Participates actively in Medical Executive Committee and Medical Staff meetings.
  • Meets as needed with medical staff to address issues and concerns.

Community Relations

  • Is actively involved in the community through service organization membership, speaking engagements, community forums, educational offerings and other opportunities.
  • Assures that the District’s mission and services are consistently presented and messaged through productive channels and medium.
  • Actively participates in organizations focused on the health and well-being of our community such as the Whitman County Health Network and The Rural Collaborative.

Compliance

  • Ensures WHMC complies with local, state, and federal laws and regulations.

Strategic Planning

  • Collaborates with the Board to develop the annual strategic plan.
  • Ensures execution of strategic plan initiatives.

Financial Management

  • Prepares the annual capital and operating budget for Board approval.
  • Ensures appropriate internal and management controls are established and maintained.
  • Exercises prudent stewardship in managing the District’s assets and resources.

Human Resource Management

  • Creates and monitors a competent staff of clinicians and administrative personnel to carry out the District’s mission.
  • Ensures effective management of the human resources of the District according to current personnel policies, laws, and regulations.

Facilities Management

  • Oversees the preservation District’s assets including existing facilities and new construction.
  • Ensures disaster and emergency preparedness activities are appropriately planned, exercised, and documented.
  • Ensures safe and secure facilities for staff and patients.
